Book excerpt: While every mode of transportation in the U.S. will be affected as the climate changes, potentially the greatest impact on transportation systems will be flooding of roads, railways, transit systems, and airport runways in coastal areas because of rising sea levels and surges brought on by more intense storms, says a new report from the National Research Council. Though the impacts of climate change will vary by region, it is certain they will be widespread and costly in human and economic terms, and will require significant changes in the planning, design, construction, operation, and maintenance of transportation systems. The U.S. transportation system was designed and built for local weather and climate conditions, predicated on historical temperature and precipitation data. The report finds that climate predictions used by transportation planners and engineers may no longer be reliable, however, in the face of new weather and climate extremes. Infrastructure pushed beyond the range for which it was designed can become stressed and fail, as seen with loss of the U.S. 90 Bridge in New Orleans after Hurricane Katrina.

Asia is highly vulnerable to impacts of climate change. With a growing consensus that there is limited time to avoid the worst impacts of climate change, scientists, engineers, policymakers, and economists across Asia have recently begun discussions on how Asia can make a transition to LCE. Most discussions, however, focused on transfer of technologies from developed to developing countries and overlooked other equally important challenges such as financing, governance, and information dissemination. This book is the first to look at these neglected aspects of LCE and attempt to integrate both market-based and technology-based solutions into a comprehensive strategy to creating a roadmap for LCE in Asia. The book presents the methods and estimates of the latest Social Accounting Matrix (SAM) for India, which provides a major data base describing the complete circular flow of income and input-output transactions among the sectors of the economy. The novelty of the book lies in the fact that for the first time a SAM has been prepared for the Indian economy with environmental indicators. A detailed methodology for constructing such an extended SAM is also presented in the book. The environmental social accounting matrix (ESAM) based analysis has been included to show direct and indirect links between economic growth and GHG emissions. The book also includes analysis of factors affecting historical GHG emissions trends in India. The book goes beyond SAM and applies computable general equilibrium (CGE) modelling to derive climate-change policy analysis and simulations.
