Book excerpt: In Africa, where poor roads, ports, and railways often constrain efficient transportation, air transport holds great potential as a lever for economic growth and development. Yet Africa has suffered several decades of inefficient air services. Uncompetitive flag carriers, set up by newly independent African states, offered primarily intercontinental flights, while the domestic air service market remained underdeveloped and underserved. The 1999 pan-African treaty on liberalization of access to air transport markets, the Yamoussoukro Decision, attempted to address these shortcomings. Yet a decade later, only partial liberalization has been achieved. 'Open Skies for Africa: Implementing the Yamoussoukro Decision' reviews progress made in carrying out the treaty and suggests ways in which the liberalization process can be encouraged. The book analyzes the completed and still-pending steps toward implementation of the Yamoussoukro Decision, both on a pan-African level and within various regions. Special focus is given to the challenges posed by the poor aviation safety and security standards that exist in most African countries. Finally, the book measures the impact that certain policy steps of the Yamoussoukro Decision have had and evaluates the economic significance of air transportation and its full liberalization in Africa. The book concludes that the process of liberalizing African air services must continue, and provides policy recommendations for the way forward.

Book excerpt: As the Cold War drew toward an end in 1989, and the Berlin Wall finally came down, there was still a feeling of distrust among the former adversaries of the East and West. In 1992, a major barrier in this distrust was lifted when 27 nations signed the Treaty on Open Skies. This unprecedented display of openness has allowed former military enemies to conduct aerial observations over each other's territories. Although the treaty has yet to enter into force (as of this writing), it has already proven successful through the benefit of joint trial flights. President George Bush assigned the oversight and implementation of this treaty to the On-Site Inspection Agency (OSIA). On October 1, 1998, OSIA was disestablished, and it's functions transferred under the control of the newly-created Defense Threat Reduction Agency (DTRA). However, from a mission standpoint, nothing has changed in how the Open Skies Treaty is implemented. Under DTRA, the On-Site Inspection Directorate, and furthermore the Open Skies Division, continues to oversee the treaty on behalf of the United States. Book excerpt: This dissertation examines the capabilities allowed by the Treaty on Open Skies in the context of the current international security environment, and addresses the question: Given the existence of "spy satellites" and the end of the Cold War, what is the utility of this treaty to the United States? This research includes an analysis of the use of the Treaty-designated capabilities for arms control verification, confidence building, and as a supplement to, or partial replacement for, other imagery assets. The dissertation continues with an analysis of the costs and benefits of the Treaty, in which two case studies of potential uses for the Treaty are developed and explored. In conclusion, the analysis demonstrates that the Treaty on Open Skies may provide an oppoertunity for substantial benefit to the United States at a minimal cost. These benefits include not only the confidence building aspects, but the use of Open Skies flights as assets which can be traded against other reconnaissance capabilities and used as tools of diplomacy.

Moses was approached on the streets of Bucharest by young Jews seeking help to emigrate to Israel. This became the author's mission until the communist regime fell in 1989. Before that Moses had met periodically with Romania's communist dictator, Nicolae Ceausescu, to persuade him to allow increased Jewish emigration. This experience deepened Moses's interest in Romania--an interest that culminated in his serving as U.S. ambassador to the country from 1994 to 1997 during the Clinton administration. The ambassador's time of service in Romania came just a few years after the fall of the Berlin Wall and the subsequent collapse of communism in Eastern Europe. During this period Romania faced economic paralysis and was still buried in the rubble of communism. Over the next three years Moses helped nurture Romania's nascent democratic institutions, promoted privatization of Romania's economy, and shepherded Romania on the path toward full integration with Western institutions. Bucharest Diary: An American Ambassador's Journey is filled with firsthand stories, including colorful anecdotes, of the diplomacy, both public and private, that helped Romania recover from four decades of communist rule and, eventually, become a member of both NATO and the European Union. Such observation flights cannot be replaced by national satellite reconnaissance, especially since it is only available to a few states. Many advocates of arms control believed that effective verification would reduce tensions and lessen the risk of war. This book analyses the two main issues of verification. One is technological: what are the present capabilities of various verification techniques and what is their potential? The devices and methods currently employed by the two major nuclear powers and by international organizations to monitor the compliance of states with arms control or disarmament treaties are examined. The second issue is political: how do US and Soviet approaches compare, what are the roles of domestic and bureaucratic politics, and on what criteria can a workable standard of adequacy be based? In short, how much is enough? Although the study concludes that a number of significant arms control measures can already be adequately verified, modern weapons are becoming more mobile and it is becoming easier to conceal them. There is a danger that the ability to hide weapons will outstrip the ability to find them. Verification cannot promise to detect all violations; a workable standard of adequacy in verification must derive from the ability to detect militarily significant violations.
