Fearing claims, governments will internalise international investment obligations into their decision-making processes, resulting in positive spill-over effects on the rule of law. Such arguments have never been backed by empirical research. This book presents an analytical framework for thinking about the internalisation of international commitments in governmental decision making that takes account of the complexities of governance. In so doing, it provides a typology of processes whereby international treaty obligations may be internalised by governments and identifies factors which may affect whether and to what extent international commitments are internalised in governmental decision making. This framework serves as the background for the main body of the book in which empirical case studies address whether and how a select group of governments in Asia internalise international investment treaty obligations in their decision-making.

Book excerpt: This book tells the story of French interaction with Vietnam and the neighboring region, which began with the French seizure of Cochin-China and Tonking in the 19th century under Emperor Tu Duc and ended with their humiliating defeat at Dien Bien Phu in 1954. After the conclusion of treaties with China in the nineteenth century, Western nations sought access to the resource-rich region of Yunnan. After attempts at exploring the Mekong River, the French turned their sights to the Red River. Only after Jean Dupuis successfully linked Hanoi with Yunnan was Admiral Dupre able to begin the conquest of Tonking. This volume begins where Chapuis's History of Vietnam left off, completing the colonial history of Vietnam. The decline of French authority in Indochina began with Japanese demands and subsequent occupation during World War II. The 9 March 1945 Japanese coup would mark the beginning of the end of French supremacy; however, French authorities would return with troops to confront the Vietnamese demands for unity and independence after Japan's defeat. Although an agreement between Sainteny and Ho Chi Minh would allow the French army to land in North Vietnam, the creation of the southern Republic of Cochin-China would be a move that ran counter to Vietnamese nationalist sentiment. Nine years later, the French found themselves ousted from their former colony.

Book excerpt: By highlighting the connections between domestic political struggles and overseas imperial structures, The Politics of Imperial Memory in France, 1850–1900 explains how and why French Republicans embraced colonial conquest as a central part of their political platform. Christina B. Carroll explores the meaning and value of empire in late-nineteenth-century France, arguing that ongoing disputes about the French state's political organization intersected with racialized beliefs about European superiority over colonial others in French imperial thought. For much of this period, French writers and politicians did not always differentiate between continental and colonial empire. By employing a range of sources—from newspapers and pamphlets to textbooks and novels—Carroll demonstrates that the memory of older continental imperial models shaped French understandings of, and justifications for, their new colonial empire. She shows that the slow identification of the two types of empire emerged due to a politicized campaign led by colonial advocates who sought to defend overseas expansion against their opponents. This new model of colonial empire was shaped by a complicated set of influences, including political conflict, the legacy of both Napoleons, international competition, racial science, and French experiences in the colonies. The Politics of Imperial Memory in France, 1850–1900 skillfully weaves together knowledge from its wide-ranging source base to articulate how the meaning and history of empire became deeply intertwined with the meaning and history of the French nation.

Chinese influence was less important in Vietnam from 1884 to 1945 after the French occupied Cochinchina and established their protectorate in Tonkin and Annam. By the end of the 19th century almost all the Vietnamese resistance forces were defeated by the French. The Vietnamese revolutionaries looked for different paths of national liberation, and thought of foreign aid. Phan Boi Chau and Cuong De admired the Japanese reforms. He founded Phong Trao Dong Du (Journey to the East Movement). Phan Chu Trinh loved Western democracy and modernization in exhorting non- violence (ahimsa). He was the soul of the Modernization Movement. Nguyen Tat Thanh (Ho Chi Minh) leaned toward the Comintern. He founded Vietnam Thanh Nien Cach Mang Dong Chi Hoi (Vietnam Revolutionary Youth Association) in 1925, and Dang Cong San Viet Nam (Vietnam Communist Party) in 1930. He played an important role in the Vietnamese revolutions in the 20th century. Nguyen Thai Hoc headed Viet Nam Quoc Dan Dang (Vietnam Kuomintang), and adopted San Min Chu I (Three Peoples Principles) promoted by Sun Yat- sen. Bui Quang Chieu founded Dang Lap Hien (Constitutionalist Party), cherishing Phap- Viet De Hue (Franco- Vietnamese Cooperation). Ta Thu Thau, Phan Van Hum, Ho Huu Tuong chose Trotskyism known as the Fourth International. Ngo Dinh Diem was a mandarin. Nguyen Van Thieu and Nguyen Cao Ky were military men. They all were trained and educated by the French before being backed by Washington to become leaders of the Republic of Vietnam (South Vietnam). International Politico- Cultural Influences on Vietnam in the 20th Century was the summary of the influences of the Big Five and Japan on Vietnam in the 20th century. It showed the readers how important foreign aid was in Vietnam, how Vietnam was modified by foreign aid, and how complicated the Vietnam problems were for not digesting different political doctrines and cultures smoothly.
