Thus while in general assuming some elementary acquaintance on the part of the reader with electrical phenomena and their laws, I have endeavoured first to look at the phenomena as they present themselves, and then to show how they fall into their places in the general scheme of electrical action, and to point out the consequences to which they lead. As stated in the words of Bacon I have placed on the title-page, it is a double process by which natural philosophy advances; we ascend from experiments to causes, and descend from causes to experiments, and it is most requisite that these two parts be severally considered and handled. The most important aspect of any phenomenon from a mathematical point of view is that of a measurable quantity. I shall therefore consider electrical pheno mena chiefly with a view to their measurement, de scribing the methods of measurement, and defining the standards on which they depend. In the application of mathematics to the calculation of electrical quantities, I shall endeavour in the first place to deduce the most general conclusions from the data at our disposal, and in the next place to apply the results to the simplest cases that can be chosen. I shall avoid, as much as I can, those questions which, though they have elicited the skill of mathematicians, have not enlarged our knowledge of science. Book excerpt: Excerpt from Treatise on Magnetism and Electricity, Vol. 1 of 2 During the preparation of the second volume of my Treatise on Absolute Measurements, I became strongly impressed with the desirability of a re-discussion of the whole subject of Electricity and Magnetism from the point of view of action in a medium. Since the publication of that work I have therefore tried to put together a statement which, from the beginning, should regard electric and magnetic forces as existing in a space-pervading medium in which the electric and magnetic energies are stored, and by which they are handed on from one place to another with a finite velocity of propagation. Of coarse it is impossible to avoid abstractions. We cannot explain the electric and magnetic inductions in the sense of giving the rationale of their production by a mechanical system, but this may not be because we know less of thiags electric and magnetic than we do of the ordinary dynamical action of material systems, but because the explanation of electrical phenomena must be sought in the solution of those very difficulties which have to be faced when we try to account for the inertia of matter and ordinary forces between bodies, for example, gravitational attraction. The electromagnetic theory of light was established by Maxwells dynamical discussion of the electromagnetic field, and verified by. the experimental and theoretical researches of Hertz; but such dynamical theories seem to be possible only through the remarkable property of the Lagrangian method, by which the behaviour of the system may be qualitatively described and expressed in terms of generalised co-ordinates and their velocities,, although we have no means of defining the connections between them and the co-ordinates and velocities of the particles of the system. Other bodies, particularly the loadstone, and pieces of iron and steel which have been subjected to certain processes, have also been long known to exhibit phenomena of action at a distance. These phenomena with others related to them, were found to differ form the electric phenomena, the loadstone, beign found in the Thessalian Magnesia. These two classes of phenomena have since been found to be related to each other, and the relations between the various phenomena have since been found to be related to related to each other, and the relations between the various phenomena of both classes, so far as they are known, constitute the science of Electromagnetism.
