Findings include: support for the idea of a focused Fund, with a greater role in crisis prevention than crisis resolution; the need for governance reforms to ensure that the IMF is more representative of its stakeholders and accountable to them, including a more open selection process for the next Managing Director and greater representation for low-income countries and emerging market economies via a reform of the quota allocations; and the need for a more transparent decision-making process, especially around the workings of the Executive Board, to ensure the Fund remains accountable to its stakeholders. The Committee supports the Exogenous Shocks Facility to provide assistance to countries suffering from crisis events such as natural disasters. In promoting IMF financial reforms, the UK Government should seek to ensure that the IMF maintains both its independence in surveillance and its ability to support low-income countries.

Book excerpt: The Department for Transport has approved expenditure of over £11 billion between 1998 and 2021 for the development of new and existing trunk roads and motorways by the Highways Agency, and just under £1.7 billion on major road schemes proposed and developed by local authorities in five year Local Transport Plans. Following on from a NAO report on this topic (HCP 321, session 2006-07; ISBN 9780102944600) published in March 2007, the Committee's report examines the steps taken by the Department for Transport and the Highways Agency to improve value for money and oversight of the roads programme and contracting methods and project management capability. By September 2006, the Agency's 36 completed schemes in the Targeted Programme of Improvement cost 40 per cent more than estimated initially, and for schemes still to be completed, latest forecasts indicate that final costs could be 27 per cent more than original estimates. The main causes for costs exceeding estimates are increases in construction costs, higher than forecast land prices and compensation to landowners, inflation and changes in the scope of the project. The report finds that the DfT has not been rigorous enough in its oversight of the Agency's delivery of major road schemes, allowing it too much latitude on delivery and cost plans, and has failed to monitor in-year expenditure against progress and delivery milestones. The Agency is overly reliant on consultants for project management expertise and needs to develop its in-house capability.

Book excerpt: The Commons Public Accounts Committee publishes its 61st Report of the Session which, on the basis of evidence from the Cabinet Office and HM Revenue and Customs (HMRC), examined tax disputes. At 31 March 2011 HM Revenue & Customs was seeking to resolve tax issues valued at over £25 billion with large companies, some of which included disputes over outstanding tax. In this report, the Committee expresses concern about how the Department handled some cases involving large settlements and that there needs to be proper separation between the negotiation of tax settlements and the authorization of such settlements. The Committee also states that HMRC made matters worse by trying to avoid scrutiny of these settlements, keeping confidential the details of specific settlements with large companies. This effects Parliament's ability to establish value for money, compounded further by imprecise, inconsistent and potentially misleading answers given by senior departmental officials, including the Permanent Secretary for Tax in particular over his evidence on his relationship with Goldman Sachs, in facilitating a settlement with the company over their tax dispute. HMRC governance processes in these matters were inconsistent and it has now appointed two new Commissioners with tax expertise, and plans to introduce a new assessor role to permit independent review of large settlements before they are finalised. The Committee further states that it saw little evidence of personal accountability within the Department, and that a perception has developed that large companies are treated more favourably, receiving preferential treatment compared to small businesses and individuals.

Book excerpt: Staff absences in the NHS due to sickness represent an average of 4.9 per cent across all NHS trusts, compared with an average of 3.7 per cent for all public administration, education and health employees. Staff accidents and other health and safety issues, such as violence and aggression against NHS staff, are major factors in staff absences. In 2001-02, recorded incidents of violence and aggression increased by 13 per cent and recorded accidents by 24 per cent against the 2000-01 baseline. In some NHS trusts the number of accidents had fallen due to improved training and practices, but in others there had been an increase due to improved awareness and reporting, while in all trusts there remained a significant problem of under-reporting of accidents.
