Book Accounting in Politics

Download or read book Accounting in Politics written by Mahmoud Ezzamel and published by Routledge. This book was released on 2008-06-11 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book looks at the effectiveness of the 1999 restructuring of the UK through the establishment of the Scottish Parliament and the Assemblies for Northern Ireland and Wales, considering the process of devolution and its consequences on the key mechanisms of accounting and democratic accountability. Many of the chapters in this book examine whether devolution is enhancing democratic accountability, or creating a fragmentary state with conflict and tensions between the Westminster government and the devolved bodies. The focus is on the financial mechanisms for democratic accountability both in the UK and in international comparator countries (New Zealand, Norway, and the US). This book examines the turbulent pattern of relationships between central and devolved government and explores whether the present arrangements for devolution in the UK represent an end game, or whether they may be merely a stepping stone to a more fully fledged federal state. It is argued that the main thrust of many of the financial reforms in the UK has confounded, obfuscated, and complicated the desire for democratic accountability.

Book The Ethnicity Reader

Download or read book The Ethnicity Reader written by Maria Montserrat Guibernau i Berdún and published by Polity. This book was released on 2010-01-11 with total page 402 pages. Available in PDF, EPUB and Kindle. Book excerpt: Drawing on a wide range of examples, the selections included examine theories of nationalism and consider issues of ethnic integration and conflict in the USA, China, Britain, Germany, Quebec, Scotland, Galicia, Catalonia, Kurdistan, Iran, Iraq and Somaliland among other countries and regions. The reader, however, does not confine itself to the study of nationalism. Many of the selections deal with the role of ethnicity in groups which are not nationalist at all but for which ethnicity is an important factor in the process of migration. The concept of ethnicity is therefore discussed both in relation to group rights in existing nation states and in relation to transnational communities in a globalized world.

Book Springvale Educational Village Project

Download or read book Springvale Educational Village Project written by Northern Ireland: Northern Ireland Audit Office and published by The Stationery Office. This book was released on 2006-11-30 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: The project to build a higher education campus at Springvale in Belfast was first proposed in 1993, and in 1997 the University of Ulster and the Belfast Institute for Further and Higher Education submitted a joint proposal to the Department of Education in Northern Ireland to build three educational facilities on the site, including a campus for 3,000 students covering higher and future education courses. This project was designed to develop partnerships between educational providers and local communities to address the particular educational, cultural and social needs of West and North Belfast, as well as benefiting Northern Ireland in general. It was also intended to promote regeneration in an area marked by significant economic and social deprivation and educational underachievement. However, in October 2002, the University announced its withdrawal from the project due to financial concerns over its affordability. At this point, over nine million pounds had been spent on the project, with one of the three planned facilities (a community outreach centre) built and functional. This NIAO report examines the development and management of the project to identify lessons to be drawn for the future, and overall it concludes that, given the length of time spent developing this project and the major public and private funding commitments involved, it should have been handled much better, particularly in terms of risk management. Key lessons highlighted include the need for: an agreed and clear strategic vision from the outset; a single independent body established to oversee project management where two or more institutions are involved; and better communication with local communities on the risks involved to promote realistic community expectations.

Book Local Public Finance in Europe

Download or read book Local Public Finance in Europe written by Bernard Dafflon and published by Edward Elgar Publishing. This book was released on 2002-01-01 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: '...the book contains a good deal of useful information about local government finance in Europe.' - John Fender, Local Government Studies '...I would like to thank you for publishing the great book Local Public Finance in Europe. It is a rare source of institutional information and also great insights on the subject.' - Andrey Timofeev, Georgia State University, US 'In respect of the hard budget constraint imposed by the stability pact for Maastricht...and the fact that European central governments can no longer bail out sub-federal obligations for more than 3% deficit to GNP annually and 60% debt to GDP...the volume edited by B. Dafflon is important and highly welcome.... Insofar, it represents an interesting and important milestone in the evaluation of the success of local budget rules in European countries.' - C.A. Schaltegger, Kyklos Most countries apply some form of restrictions to local government budgeting and borrowing, but in various forms and to varying degrees. These restrictions are considered necessary components of a fiscal federalism involving some sort of central government control in local affairs, a design which can be termed 'administrative federalism'. In this comprehensive book Bernard Dafflon introduces the reader to the institutional complexities of fiscal controls in European local public finance. The authors comprehensively explore the issues of government budgeting and borrowing, with the ultimate aim of understanding how mechanisms of fiscal discipline are established and function. Ten European countries are scrutinised on the basis of ten key issues including local budgetary policy-making, the policy effects of local budget deficits and public debt, the rules of amortisation and debt instalment, whether extensive fiscal controls promote budget accountability and discipline, and how the Maastricht criteria concerning deficit and debt can be implemented. They go on to highlight the complicated mix of rules, administrative routines and co-operative arrangements through which each country implements their individual budget controls. Although these arrangements have been successful in avoiding serious fiscal imbalance in the last twenty years, the authors argue that their impact on the broader goals of the government sector remains a more contentious question. This book offers a broad understanding of the rich institutional variations and elaborate fiscal designs in Europe from a comparative perspective. It will be welcomed by political scientists, public sector managers and economists, and scholars, practitioners and advanced students of public policy and fiscal studies.
