Book excerpt: "The North Pacific Fishery Management Council (NPFMC) is considering the implementation of a new bycatch management program for the Gulf of Alaska (GOA) groundfish trawl fishery. Any change in how the fishery is managed will likely affect the people and communities participating in the fishery. In anticipation of such changes, the National Oceanic and Atmospheric Administration's National Marine Fisheries Service (NOAA Fisheries) Alaska Fisheries Science Center developed and implemented a survey to collect baseline information about the social dimensions of the fishery. Data were collected before program implementation in order to provide a baseline description of the industry as well as allow for analysis of changes the bycatch management program may bring for individuals and communities once implemented. A similar data collection is planned to occur every two to three years in order to capture social changes in the fishery. Having a detailed baseline description will allow for a greater understanding of the social impacts the program may have on the individuals and communities affected by the new management program. When combined with data to be collected in planned post-program implementation follow-up surveys, this information will inform changes in the social characteristics over time and assist in a more comprehensive program evaluation and more informed consideration of potential post-implementation modifications of the program, if needed"--Page xxvii. Book excerpt: "As directed by the Fishery Conservation and Management Act of 1976 (P.L. 95-265) the North Pacific Fishery Management Council is preparing fishery management plans for those fisheries within its area of jurisdiction. This document was the first of the plans to be completed by the Council since its formation in October, 1976. The Fishery Management Plan for the Gulf of Alaska Groundfish Fishery was developed by a multi-agency team composed of members from the National Marine Fisheries Service, the Alaska Department of Fish and Game, the International Pacific Halibut Commission and the University of Washington. It was approved by the North Pacific Fishery Management Council on September 24, 1977, for submission to the Secretary of Commerce. Regulations to implement this plan were published on the same date. It was approved by the Secretary of Commerce and published in the Federal Register on April 21, 1978. The Plan has been amended seven times, beginning December 1, 1978 (Amendment 1 implemented) and most recently, November 1, 1979 (Amendment 7 implemented). Book excerpt: "Commercial bottom trawl fishing effort during 1990-2000 was summarized for the Gulf of Alaska and Aleutian Islands to determine spatial and temporal patterns of fishing effort. Attributes of the benthic community based on research bottom trawl surveys were compared between areas of high and low commercial bottom trawling effort. The total number of bottom trawl tows was estimated to be 133,326 for the Gulf of Alaska, and 47,483 for the Aleutian Islands. For the Gulf of Alaska, the 301-500 m depth range of the Kodiak area had the highest density of bottom trawl tows for the decade with 2.039 trawl tows/km2. For the Aleutian Islands, the 101-200 m depth range of the eastern Aleutian area had the highest density of bottom trawls with 1.447 trawl tows/km2 in an area of 7,909 km2. Fish abundance, fish species richness, and invertebrate biomass differed significantly among locations but did not differ between the two levels of trawl effort. A significant interaction between trawl effort and location indicated that differences in biomass of fish species between levels of trawl effort depended on location. Species composition appeared to be more related to location than to levels of trawl effort"--Leaf iii.

Book excerpt: "Increased understanding of the factors influencing fish distributions and abundance may improve fisheries management and stock assessment models and may provide the fishing industry with a means to reduce bycatch. I investigated the associations of ambient seawater depth and temperature with catches of commercially important species in the Gulf of Alaska. Time-depth recorders were attached to trawl nets to collect depth and temperature data during commercial bottom trawl fishing operations. The data collected from these recorders were combined with species composition data collected by onboard observers to determine associations between these physical variables and catch of fishes. Parameters for depths and temperatures where target species were abundant were identified. Pacific cod were captured in abundance in depths shallower than 130 m while withstanding water temperatures ranging from 2.8 to 8.5°C. Rockfishes were abundant in depth ranging from 52 m to 353 m and temperatures ranging from 4.9 to 8.3°C. Shallow-water flatfishes were captured in abundance in depths shallower than 97 and temperatures from 2.6 to 10.7°C. Deep-water flatfishes were abundant in depths greater than 115 m and water temperatures ranging from 3.8 to 6.5°C. Arrowtooth flounder, Pacific halibut, and walleye pollock were found in all temperatures and depths analyzed"--Leaf iii.
