Book excerpt: The 2013-2014 Indiana Mobility Report: Summary Version examines the mobility performance of Indiana's state highway system. Minute-by-minute crowdsourced probe vehicle speed data and vehicle volume data were used to develop performance measures that identify, quantify, and visualize the location and duration of congestion on Indiana Interstates. The summary report presents overall system performance, including a monthly overview covering January 2011 through June 2014 as well as selected highlights of significant projects. In addition to the Interstate system, the report characterizes selected high-priority arterial corridors to rank their mobility performance in terms of travel time and travel time reliability.

Summary monthly mobility statistics for all 943 centerline miles of Indiana Interstates 64, 65, 69, 70, 74, 94, and 465 are tabulated in a graphical format to facilitate comparison of mobility along those corridors. The report contains three appendices. Appendix A details the location of congestion pockets on each corridor. Appendix B provides quantitative summary of congestion for each interstate by month and direction. Appendix C provides travel time reliability statistics along three corridors in northern Indiana, twelve corridors in central Indiana, and four corridors in southern Indiana.

While the travel time reliability for trucking is commonly measured, truck reliability is seldom considered in the benefit-cost evaluation of mobility projects, which under represents the benefits accrued to freight users of the highway system. For NCHRP Project 07-24, WSP was asked to develop an improved framework for the valuation of truck freight reliability. The framework included the methodology, modeling assumptions, analytical techniques, and tools developed in NCHRP Report 824 to assist transportation professionals and decision-makers in the evaluation of proposed roadway infrastructure and operations investments.
