Nicolas Neiertz nous montre comment la coordination réglementaire et tarifaire s'est instaurée par étape entre les années 1930 et les années 1900, pour régresser ensuite peu à peu. La coordination fiscale et celle des investissements n'ont jamais pu voir le jour, à cause du jeu des groupes de pression économiques et des enjeux politiques. La coordination technique (transports mixtes ou « combinés ») réalise au contraire des progrès constants, comme le montre aujourd'hui l'avènement de l'« intermodalité ».
