Debris that falls from a vehicle can collide with other vehicles or pedestrians, causing serious injuries or fatalities. According to data collected by the National Highway Traffic Safety Administration (NHTSA), there were about 440 fatalities caused by roadway debris in 2010. However, the exact number of incidents resulting from vehicles carrying unsecured loads is unknown. This book examines NHTSA's data collection efforts as well as states' laws related to unsecured loads. It also discusses the extent that Pipeline and Hazardous Materials Safety Administration's (PHMSA) data reliably identify wetline safety risks; options for addressing wetline safety risks, and how well PHMSA has assessed the costs and benefits of addressing these risks through regulation.

Book excerpt: Over a 12-year period, the Safety Board has identified and recommended corrective measures for the many unsafe conditions it has identified in the shipment of hazardous materials, but too often, action necessary to remedy the identified problems has been delayed -- sometimes for years. Delayed correction of identified safety problems perpetuates substantial losses, both economic and personal, to shippers, carriers, employees of the transportation mode, emergency response personnel, and the public. The Safety Board reviewed hazardous materials legislation and regulations promulgated by the Federal government, analyzed the DOT hazardous materials safety programs, and reviewed Safety Board reports on hazardous materials accidents and its recommendations for corrective actions. This report identifies reasons for past delays in implementing corrective safety improvements by DOT and identifies changes needed in DOT's management of the hazardous materials transportation program to bring about more timely correction of identified safety hazards which is essential for reducing losses in life, injury, and property damage. Two National Research Council (NRC) studies recommended, as a matter of high priority, that the Bureau of Transportation Statistics (BTS) in the U.S. Department of Transportation (USDOT) develop a consistent, easily understood, and useful set of key indicators of the transportation system. The NRC's Committee on National Statistics and its Transportation Research Board, which conducted these studies, convened a workshop on June 13, 2000. The purpose of the Workshop on Transportation Indicators was to discuss issues relating to transportation indicators and provide the Bureau of Transportation Statistics with new ideas for issues to address.
