Book excerpt: This manual describes methods and resources for practitioners and decision-makers to use for enacting new laws or regulations or amending existing ones as part of a comprehensive road safety strategy. The manual covers steps to be taken to address five main risk factors and post-crash care. It can therefore be used to: * develop an understanding of the framework of legislation and relevant processes that are applicable in a country * review current national legislation and regulations and identify gaps that hinder implementation and enforcement of effective road safety measures * identify available resources, including international agreements, evidence-based guidance and recommendations on effective measures, to improve legislation * prepare action plans to strengthen national legislation and regulations for the five main risk factors and for post-crash care, including advocating for improvement. Other important topics should also be addressed to achieve a comprehensive national system of road safety legislation and regulation; however, they are beyond the scope of this manual. They include: vehicle and helmet manufacturing standards and testing, third-party insurance, victim's rights and compensation, a graduated driver licensing system, road audits and design standards and driving hours for commercial drivers.

Book Truck Accident Preventability Manual

Download or read book Truck Accident Preventability Manual written by William E. Kenworthy and published by CreateSpace. This book was released on 2013-12 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1991 the Federal Highway Administration, which at that time had regulatory responsibility for trucking safety issues published a Commercial Vehicle Preventable Accident Manual with assistance from a contractor, Triodyne, Inc. This manual incorporates and updates much of the advice from that 1991 publication. Since 1991 many changes have been made to the Federal Motor Carrier Safety Regulations, now administered by the Federal Motor Carrier Safety Administration (FMCSA).One of the most significant changes is the adoption of the motor carrier safety fitness rating system. Fitness ratings of Satisfactory, Conditional or Unsatisfactory are assigned to each carrier, based upon a six factor algorithm. The sixth factor in the formula is Accidents, defined as the ratio of recordable accidents per million miles. Prior to amendment of the formula in 1997 the accident factor had been determined by the ratio of recordable/preventable accidents per million miles. The agency decided to use the ratio of recorded accidents because its studies had shown that over time the ratio of recordable/preventable accidents to recordable accidents had been stable. However in making this regulatory change the agency indicated that it might make some allowance in the course of assigning a rating if a carrier demonstrated “compelling evidence” that the recordable rate is not a fair measure in its particular circumstances. For that reason it may be helpful to carriers to have a systematic determination as a part of their safety program as to whether each accident was preventable. More importantly the process of making preventability determinations may tend to highlight areas in which improvement can be made in the overall safety program. It also may reveal areas in which attention should be devoted in the process of driver safety training. Preventability determinations are helpful in according recognition to safe drivers, and conversely they may help to identify drivers in need of retraining or other corrective action. Some carriers have adopted a practice of assessing “deductibles” against drivers when bad driving practices have cost the company money. If any of these practices are followed, it is essential to have some guidelines that are to be followed in making preventability determinations.

Book Transport Planning and Traffic Safety

Download or read book Transport Planning and Traffic Safety written by Geetam Tiwari and published by CRC Press. This book was released on 2018-09-03 with total page 356 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recognition of the importance of road safety as a major health issue, the World Health Organization has declared 2011-2021 the Decade of Safety Action. Several countries in Europe, North America, and Asia have been successful in reducing fatalities and injuries due to road traffic crashes. However, many low-income countries continue to experience high rates of traffic fatalities and injuries. Transport Planning and Traffic Safety: Making Cities, Roads, and Vehicles Safer offers a source book for road safety training courses as well as an introductory textbook for graduate-level courses on road safety taught in engineering institutes. It brings together the international experiences and lessons learned from countries which have been successful in reducing traffic crashes and their applicability in low-income countries. The content is based on lectures delivered during an international course on transportation planning and traffic safety, sponsored annually by the Transportation Research and Injury Prevention Programme (TRIPP) at the Indian Institute of Technology, Delhi. The book is interdisciplinary and aimed at professionals—traffic and road engineers, vehicle designers, law enforcers, and transport planners. The authors examine trends in performance of OECD countries and highlight the public health and systems approach of traffic safety with the vulnerable road user in focus. Topics include land use (transportation planning, mobility, and safety), safety education and legislation, accident analysis, road safety research, human tolerance to injury, vehicle design, safety in construction zones, safety in urban areas, traffic calming, public transportation, safety laws and policies, and pre-hospital care of the injured.
