Book Transportation Safety in Virginia

Download or read book Transportation Safety in Virginia written by Nouran Hakami and published by . This book was released on 2014 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: Measured by the level of transportation safety, the Commonwealth of Virginia stands out from all the States because despite increased need for mobility, it manages to maintain its safety indices at exceptionally good levels. In many respects we can attribute this success to the comprehensive Strategic Highway Safety Plan of Virginia (SHSP), which is, as concluded from the analysis of its analogues, among the best in the US. The programs and policies described in this document embrace all aspects of transportation safety and create a harmonious system. To assess the effectiveness of the SHSP, this thesis used correlation and regression analysis based on statistical data from the years 2004-2011 in Virginia Department of Transportation (VDOT), and Virginia Department of Motor Vehicles (DMV) documents. The performed calculations showed very positive trends with gradual reduction, in crash and death rates. It was also found that citizens would use private vehicles more often in the future without making conditions worse on the highways. Instead, drivers tend to be more careful and responsible. Analysis also reveals a rising level of drunken driving incidents, a finding substantiated by literature review, chiefly planning reports and economic analysis. The current transportation policy I does not adequately address this issue. The correlation between allocation of funds and performance indicators showed it would be more effective to invest in research projects on safety rather than in "safety" itself (i.e. construction of roads). Unfortunately, in difficult times, governments usually cut research projects. Finally, Virginia is on the verge of a new transportation era, when the structure of driving cohorts will change, and decisions about building new highways will have to be balanced between technical and ecological considerations.

Book The Development of a Methodology for Transportation Safety Planning in Virginia

Download or read book The Development of a Methodology for Transportation Safety Planning in Virginia written by Clinton H. Simpson and published by . This book was released on 1980 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: Senate Bill 85, passed by the General Assembly in 1978, renamed the former Highway Safety Division of Virginia the Department of Transportation Safety (VDTS) and authorized it to assume control over safety activities in all modes of transportation. This volume is the first attempt at formulating a methodology for transportation safety planning. Future transportation safety plans will become annual documents which identify long-range goals, analyze current problems, and offer planned solutions for non-highway transportation mode* problems. This initial document presents a current overview of the Commonwealth's programs and safety activities in water, air, rail and mass transit transportation. Future programs and federal sources of funding are discussed. The report is designed to provide an indication of safety problems and propose some possible solutions to these problems. Finally, this document establishes guidelines for use as an aid in future transportation safety planning in Virginia. *It should be noted at the outset that it is recognized that most mass transit activity in Virginia utilizes rubber-tired vehicles travelling by highway. However, for purposes of simplicity, this report refers to all of the above cited transportation modes as "non-highway."

Book Options for Enhancing the Effectiveness of Virginia s Safety Management System

Download or read book Options for Enhancing the Effectiveness of Virginia s Safety Management System written by Jack D. Jernigan and published by . This book was released on 1996 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 1993, Virginia began to formalize the relationships and organizational structure for its Safety Management System (SMS). Although the SMS is no longer a federal requirement, Virginia decided to continue its implementation. The Focal Point for the SMS is within the Virginia Department of Transportation (VDOT), the SMS Steering Committee in Virginia is composed of representatives of VDOT, the Department of Motor Vehicles, the Virginia State Police, the Office of Emergency Medical Services of the Virginia Department of Health, and the Commission on the Virginia Alcohol Safety Action Program. This report outlines options that have the potential to enhance the ability of Virginia's SMS to facilitate traffic safety in the Commonwealth. The report recommends that Virginia's SMS Steering Committee consider the following options: (1) establish an SMS coordinator position, (2) formalize a strategic planning process, (3) use the SMS to vitalize local traffic safety commissions, (4) encourage the use of the holistic corridor approach by community traffic safety programs, (5) provide for more integral involvement of the public health community in Virginia's SMS, (6) determine whether electronic communication would further Virginia's transportation safety goals, and (7) provide for the implementation of improved traffic records.

Book Potential Revenue Sources for Virginia s Transportation Safety Programs

Download or read book Potential Revenue Sources for Virginia s Transportation Safety Programs written by Patricia Froning and published by . This book was released on 1992 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fearful that inflation and the gradual erosion of federal support for highway safety programs were undermining Virginia's historic position of national leadership in highway safety; management directed a study of potential sources of new revenue for the programs. The project reported here employed a five-step process to gather data necessary for the analysis. First, a literature review of studies on alternative revenue sources for financing transportation safety activities was conducted. Second, the Code ofVirginia was studied to identify successful funding mechanisms that are currently being utilized in the Commonwealth. Third, a telephone survey of all states was conducted in an attempt to identify innovative methods of funding that are currently being used elsewhere. Fourth, after analyzing Virginia's current safety funding approach and the results of the national survey, sources of revenue inherently related to highway safety were identified. Fifth, once potential revenue sources were identified through these avenues, each was analyzed and reviewed to project how much revenue could be generated and how it might be allocated. The researcher concludes that there is a need for additional revenue to fund Virginia's highway safety programs. Recommendations are made concerning several viable options, and suggestions are offered concerning both the distribution and use of the funds.

Book A Strategic Plan for the Design and Creation of a Safety Management System for the Commonwealth of Virginia

Download or read book A Strategic Plan for the Design and Creation of a Safety Management System for the Commonwealth of Virginia written by Jack D. Jernigan and published by . This book was released on 1994 with total page 150 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 required that states develop systems for managing highway pavement, bridges, safety, congestion, public transportation, and intermodal transportation. This document is Virginia's work plan for establishing and implementing the required safety management system (SMS). Although Virginia already has many of the components necessary for an SMS, an inventory and assessment of Virginia's highway safety-related programs revealed five challenges Virginia needs to meet to build its SMS. These challenges are (1) to coordinate and integrate safety efforts more fully; (2) to provide guidelines for the replacement and upgrade of safety hardware, highway elements, and operational features; (3) to increase the sharing of data and the integration of data systems that support transportation safety; (4) to provide for more rigorous evaluation of transportation safety efforts; and (5) to target injury reduction. A schedule of activities needed to implement Virginia's SMS by October 1, 1996, is included.

Book Legislative Priorities for Transportation Safety in Virginia

Download or read book Legislative Priorities for Transportation Safety in Virginia written by Jessica A. Ginsburg and published by . This book was released on 1985 with total page 94 pages. Available in PDF, EPUB and Kindle. Book excerpt: Using a modified version of the Delphi technique, a panel of transportation safety experts developed the following list of legislative priorities for submission to the Department of Motor Vehicles (DMV) Legislative Package for the 1986 session of the Virginia General Assembly: 1. Mandatory Seat Belt Law 2. Lower the Driving Under the Influence Per Se Violation to BAC 0.10% 3. Child Restraints Extended to All Drivers, Not Just Parents 4. Revocation Package Three Measures to Facilitate the Legal Confiscation and Revocation of Drivers' Licenses 5. Eliminate Time Limit of 2 Hours for DUI Arrest 6. Prohibit Drinking While Driving 7. Provide Legal Immunity for the Virginia Crash Investigation Team (CIT) 8. Increase Penalties for Hit-and-run 9. Authorize Aerial Speed Enforcement 10. Prohibit Altered Suspensions on Pickup Trucks 11. Increase Mandatory Virginia Alcohol Safety Action Program (VASAP) Participation to One Year 12. Prohibit Tinted Glass 13. Make the Refusal to Take an Alcohol Test Admissible at Trial for DUI The technique used to rank the proposals was a combination of the Delphi, nominal group, and interactive group techniques. The methodology used the feedback and multiple rounds of Delphi, the individual, anonymous voting of the nominal group technique, and the opportunity for discussion and clarification of a regular interactive session. Through this methodology, the ratings of the expert panel converged substantially around the final list of recommendations noted above.

Book Incorporating Safety Into the Regional Planning Process in Virginia

Download or read book Incorporating Safety Into the Regional Planning Process in Virginia written by John Sanders Miller and published by . This book was released on 2010 with total page 66 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Federal Highway Administration argues that one way to reduce substantially the annual $230 billion national societal cost of motor vehicle crashes is to incorporate safety directly into the long-range transportation planning process. Because much of this planning in Virginia is conducted by metropolitan planning organizations (MPOs) and planning district commissions (PDCs), it is appropriate to determine ways in which the Virginia Department of Transportation (VDOT) (which generally is responsible for roadway safety) may work with these organizations to integrate safety and planning. A survey of Virginia MPOs/PDCs conducted in this study revealed a healthy interest in such integration: 83% of respondents included safety in their planning goals and objectives, 61% involved citizens in safety planning, and 86% (of those answering the particular question) indicated safety is a factor (or in the case of one respondent, the only factor) used to prioritize projects in the long-range plan. The survey also identified several barriers to such integration. Although respondents cited a lack of dedicated safety funding as the largest obstacle, other barriers cited included the difficulty of obtaining of crash data and a lack of adequate training for staff in areas such as geometric design, crash data acquisition, and human factors. Further, 44% of respondents [who answered the particular question] noted that before/after studies are not conducted to determine the efficacy of safety-related projects. Accordingly, this study developed a Virginia-specific resource guide that VDOT district planning staff, MPOs, and PDCs can use to enhance the integration of safety into the planning process. This report (Volume I) describes the process used to develop the guide; the guide itself is provided in Volume II. The guide promotes the incorporation of safety into the planning process by providing numerous, specific examples rather than by exhorting agencies to perform such coordination. Virginia is a diverse state composed of urban, suburban, and rural regions with varying degrees of reliance on local and state crash data systems. As a consequence, the opportunities to integrate safety and planning are themselves diverse, as reflected in the guide. Many solutions presented in the guide are feasible in some situations but not in others. For example, widening substandard high-speed travel lanes may be productive in a rural area, whereas an urban location might benefit from a reduction in the number of vehicle lanes and the addition of a bicycle path. Further, the guide identifies 16 funding sources for safety-related projects given that no funding source has universal applicability. By necessity, therefore, of the diverse examples provided in the guide, only some may be suitable for a given region.

Book Revenue Sources for Financing Transportation Safety Activities in Virginia

Download or read book Revenue Sources for Financing Transportation Safety Activities in Virginia written by Thomas L. Heimbach and published by . This book was released on 1981 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: Senate Bill 85, an action of the 1978 General Assembly, amended the Code of Virginia to provide, in part, that the Division of Highway Safety be succeeded by the newly created Department of Transportation Safety effective July 1, 1978. In its Declaration of Policy, section 33.1-390, the amended Code states that it is the policy of the Commonwealth to "investigate, evaluate and promote the safe movement of people and property by all modes -- highway, railway, waterway, airway, and mass transit." (emphasis added.) Because gasoline conservation has decreased excise tax revenues, and because the national political climate indicates impending reductions in federal spending, the Virginia Department of Transportation Safety will probably need to explore alternative ways of financing the expanded safety operations mandated by Senate Bill 85. One possible source of new revenues is a surcharge on traffic fines. This measure was mentioned in an earlier report on revenue sources, but the present report discusses the surcharge in greater detail and compares the relative merits of different forms of assessing it.
