Its development can assist in providing Canada's domestic needs, it can provide spin-off beneftis to otlher industries, and it can help to improve our balance of trade ane expenditures abroad. Substantial benefits will acrue to Canada as a whole, and to western Canada in particular, from the exploitation of this important resource.
