Beginning just after the First World War, its entrepreneur, Clayton J. Brukner, developed a network of relationships within the aviation industry. This allowed his company to develop significant competitive advantages in the private flying market. Those advantages and the popular appeal of aviation helped Waco to become the largest manufacturer of civilian aircraft by 1929. The transformation of business-government relations during the New Deal demanded changes in Brukner's business strategy. The depression significantly cut sales of its popular biplanes, but Waco kept its Troy, Ohio, factory open and earned some profits during the downturn. Brukner's involvement with the trade associations in the 1930s revealed the critical role the government, the military in particular, played in the development of aviation. His flawed leadership in the changing context led to decisions that degraded the quality of its network signals and diminished Waco's effectiveness in crafting appropriate policies. As the international situation grew increasingly tense throughout the 1930s, Waco, like other manufacturers, turned to exports to enhance sales. Contracts with foreign governments partially offset the setback the depression had caused domestically. They did not, however, drive Brukner to evaluate sufficiently Waco's potential participation in the U.S. military market. Only after the Munich Crisis in September 1938, when President Franklin D. Roosevelt decided to call for increased military spending, did the Waco Aircraft Company position itself to receive defense contracts. It was almost three years, however, before the Army Air Forces directed the company to design and manufacture transport aircraft and cargo gliders. In the meantime Brukner had not developed the organizational capabilities needed to manage military contracts.

Book excerpt: According to Aulus Gellius, Archytas, the Ancient Greek philosopher, mathematician, astronomer, statesman, and strategist, was reputed to have designed and built, around 400 BC, the first artificial, self-propelled flying device, a bird-shaped model propelled by a jet of what was probably steam, said to have actually flown some 200 metres. This machine, which its inventor called The Pigeon, may have been suspended on a wire or pivot for its flight. The 9th century Muslim Berber inventor, Abbas Ibn Firnas's glider is considered by John Harding to be the first attempt at heavier-than-air flight in aviation history. In 1010 AD an English monk, Eilmer of Malmesbury purportedly piloted a primitive gliding craft from the tower of Malmesbury Abbey. Eilmer was said to have flown over 200 yards (180 m) before landing, breaking both his legs. He later remarked that the only reason he did not fly further was because he forgot to give it a tail, and he was about to add one when his concerned Abbot forbade him any further experiments. Bartolomeu de Gusmão, Brazil and Portugal, an experimenter with early airship designs. In 1709 demonstrated a small airship model before the Portuguese court, but never succeeded with a full-scale model. As a single plane he landed at Atsugi airport to bring out the first loads of decimated allied prisoners. This was followed by flying "the hump" to help Chang Kia-chek against the communists. Discharged as a captain, he flew for up-start airlines that went bankrupt one after another. Two major carriers did no better. He was called to active duty during the Korean War to drop a weather station in northeast Greenland. Again a civilian, he was a chief pilot, operations director, a student of design and aeronautical engineering while running an aircraft conversion shop. From Peru to the Artic wastelands and places around the world were his work area. This was followed by being a personal pilot and aviation consultant for powerful executives.

In the 1930s, passenger air travel was expensive, uncomfortable, and frequently unreliable. The threat posed by the coming war made the US Army realize that a military version could handle the vital troop and cargo transport capability soon to be needed. The C-47 Skytrain was born and evolved into specialized versions with many nicknames: Gooney Bird, Dakota, and Puff the Magic Dragon. In WWII, General Dwight Eisenhower was so impressed he referenced it in his famous comment: ?The four pieces of equipment the most vital to Allied success in Africa and Europe were the bulldozer, the jeep, the two-and-a-half-ton truck, and the Douglas C-47.?
