Bivens, III For the first time in more than 160years, the nation's rural areas and small towns are growing faster than its metropolitan areas. The 1980Census of Population shows that the nonmetropolitan population increased by 15.4010 during the 1970s, while the metropolitan population grew by only 9.1010. During the 1960s, rural areas and small towns had lost some 2.8 million people to cities and their suburbs, but during the 1970s at least 4 million more people moved into nonmetropolitan areas than left them. This rural oriented population growth resulted from a number of factors, including a strong preference for rural and small-town living, the decentralization of manufacturing and related services,energyand other mining developments, William E. Bivens,Ill, isthe Senior Policy Fellowfor Rural Affairs ofthe National Gover nors' Association. He is a rural development generalist providing liaison between the gover nors and federal officials and performing applied policy research to support improvements in rural development programs and systems for their delivery. Mr. Bivenswas one of the designers of the Carter Administration's Small Community and Rural Development Policy and provided the implementation link involving the formation of governors' rural development councils. This paper derives an expression for the willingness-to-pay for a reduction in transport costs from the canonical agricultural household model and uses it to estimate the benefits of a hypothetical road project. Estimation is based on novel cross-sectional data collected in a small region of Madagascar with enormous, yet plausibly exogenous, variation in transport cost. A road that essentially eliminated transport costs in the study area would boost the incomes of the remotest households-those facing transport costs of about USD 75/ton-by nearly half, mostly by raising non-farm earnings. This benefit estimate is contrasted to one based on a hedonic approach.

Book excerpt: The work is based on author s Ph D thesis, which dealt with the rural transport system. This is mainly a theoretical work which seeks to explain how different techniques of economic appraisal could be applied to transport sector in rural areas to facilitate decision-making. The first section analyses benefit cost technique in detail and seeks to apply the criterion to a rural road project. While the technique is often applied in case of highways catering to modern traffic, it is not easily applicable to rural roads where vehicular benefit offers considerable difficulties. However, saving in operation cost and time cost are accepted as two indicators of benefit for commodity traffic and passenger traffic. Next, monetary cost and revenue are converted into social cost and finally, a sensitivity analysis has been taken recourse to for indicating a range of values accruing to particular project. The second exercise hinges on building a regression model establishing an interconnection between road development on the one hand and production, price level, employment, on the other. Here also a road section in a block area has been chosen for testing the hypothesis. A section has been added on water transport, which was once the nerve system of riverine Bengal. This mode needs to be developed, because it is both fuel-efficient and pollution free. Moreover, it is quite cheap and if properly developed, can open wide market for the products of remote villages, specially in areas like Sunderbans in the south of West Bengal where water transport in the life-line. Book excerpt: The government of Malawi is pursuing an export led agricultural growth strategy, and therefore improving transport quality between major urban areas, as well as between rural areas and ports of trade or market centers, is a key pri-ority (DTIS, 2014). For this reason, being able to assess travel distances, times, and costs for major commerce routes is an important first step. Despite this, there exists a lack of basic data relating to the geographic and economic as-pects of road travel in many of these countries. The purpose of this technical brief is to describe the procedure taken for the estimation of transportation costs for use in the development of a spatially disaggregated, market level model of the Malawian agricultural sector, which is being done as part of BioSight’s ongoing work on the sustainable intensi-fication of agriculture in Africa, south of the Sahara. Modelling exercises such as these require estimation of the mar-keting margins of agricultural inputs and outputs traded across regions. The transport cost makes up a significant component of the marketing margin. High quality data on transport costs is therefore crucial for the parameterization and application of market models such as these. This technical brief describes a procedure for estimating transport distances, times, and costs between three major urban areas in south, central, and north Malawi. The difficulties around obtaining reliable spatial data and how to use these to develop and assess specific transport routes are dis-cussed.
