The image of the corridor, a central pathway of road and rail carving its way through Africa's interior, has guided the coordination of transport and trade developments on the continent in recent decades. Existing analysis of the "Corridor" - a label with a great capacity to change shape, guiding funding and infrastructural priorities at different times and in different settings - tends to be presentist, technical, and conveyed in the language of transport economics. The chapters collected here showcase a more varied approach, offering perspectives from academics and policy-makers coming from a range of disciplinary backgrounds. They capture the varied forms of the corridor concept (developmental, transport, and trade corridors), the multiplicity of actors (including China and the European Union), as well as the different permutations of the infrastructure itself, in corridors linking coastal states and in others that link coastal states with the hinterland. The breadth of cases allows for a comparative perspective of East, West, and Southern Africa, as well as the basis of comparisons outside of the continent in Europe, South Asia, and elsewhere. The motivations behind corridor initiatives in Africa range enormously, from resource extraction to urban development and poverty reduction. A lot depends on scale, and this collection places the grand designs thrashed out at continental and regional economic forums alongside the individual concerns of drivers and cross-border traders hauling goods across the continent's checkpoints. What emerges are a number of central tensions in the study of transport corridors: between short-term optics and long-term durability; between road and rail as modes of transportation; between regional integration and national interest; between the facilitation of trade and the generation of corridor revenue; between different port configurations; and between local dynamics and the dynamics of long-distance transportation."

They enable regions and countries to offer high-capacity transport systems and services that reduce trade and transport costs by creating economies of scale. Regional corridors are particularly important to landlocked countries, often providing the only overland routes to regional and international markets. Despite a long and complex history, guidance is often lacking on how to design, determine the components to include, and analyze the impact of corridor projects. The Trade and Transport Corridor Management Toolkit fills this void. The Toolkit synthesizes the experiences of the World Bank and other development agencies in assessing, designing, implementing, and evaluating the impact of trade and transport corridor projects. It saves project developers the task of looking for the best available tools and ensures greater consistency to facilitate comparison and benchmarking. The Toolkit will also be of immense value to policy makers in provincial and national governments as well as regional economic institutions, for several reasons: • Corridors affect the space economy of countries; they are best developed with clear estimates of the spatial impacts that can be expected. • A corridor system has multiple components, including infrastructure (roads, railways, ports), transport and logistics services, and regulations; it is important to appreciate the linkages between them, particularly as the overall performance of a corridor is determined by the weakest component. • Many parties with varying interests and motivations have a stake in corridor development. The Toolkit argues for their full participation in corridor development processes and operations. The best functioning modern corridors in the world did not happen by accident; they are often the results of coordinated development and cooperation over many years. The general principles outlined in this Toolkit should help project teams, government officials, logistics service providers, and the trade community to better appreciate both the importance of good corridor project design and the challenges of, and possibilities from, improving corridor performance.

Book excerpt: Recent research suggests that isolation from regional and international markets has contributed significantly to poverty in many Sub-Saharan African countries. Numerous empirical studies identify poor transport infrastructure and border restrictions as significant deterrents to trade expansion. In response, the African Development Bank has proposed an integrated network of functional roads for the subcontinent. Drawing on new econometric results, the authors quantify the trade-expansion potential and costs of such a network. They use spatial network analysis techniques to identify a network of primary roads connecting all Sub-Saharan capitals and other cities with populations over 500,000. The authors estimate current overland trade flows in the network using econometrically-estimated gravity model parameters, road transport quality indicators, actual road distances, and estimates of economic scale for cities in the network. Then they simulate the effect of feasible continental upgrading by setting network transport quality at a level that is functional, but less highly developed than existing roads in countries like South Africa and Botswana. The authors assess the costs of upgrading with econometric evidence from a large World Bank database of road project costs in Africa. Using a standard approach to forecast error estimation, they derive a range of potential benefits and costs. Their baseline results indicate that continental network upgrading would expand overland trade by about $250 billion over 15 years, with major direct and indirect benefits for the rural poor. Financing the program would require about $20 billion for initial upgrading and $1 billion annually for maintenance. The authors conclude with a discussion of supporting institutional arrangements and the potential cost of implementing them.

Book excerpt: Abstract: This paper assesses the impact of internal infrastructure and landlockedness on Central Asian trade using a panel gravity equation estimated on a large sample of countries (167 countries over 1992-2004). The panel structure of the dataset makes it possible to control for country-pair specific effects (as opposed to the usual importer and exporter effects) that would otherwise be captured by the coefficients of time-invariant variables such as distance or landlockness. Our findings highlight the need to pursue a dual policy agenda. First, transit corridors are regional public goods and should be managed as such through international cooperation. International Financial Institutions can -and do- play a key role in this regard through assistance, coordination and policy dialogue. Second, the Central Asian countries should actively seek diversification of their transit corridors to prevent the creation or maintenance of monopoly positions in transit and bottleneck points such as trans-shipment platforms.

Book excerpt: Transport is an essential service that must contribute to national development objectives in health, education, agriculture and other sectors in guiding sub-Saharan Africa out of poverty. Developing policies aimed at providing safe, reliable and affordable transport infrastructure and services can and will make a substantial and sustainable contribution to eradicating extreme poverty and hunger, achieving universal primary education, improving health care and reducing HIV/AIDS. Although transport is identified as a priority in poverty reduction strategies, it has not generally been adequately addressed. Global responses tend to focus on rural transport infrastructure—principally roads—with little attention given to sub-sectors such as rivers, lakes, and railroads; and important geographical and econological differences are ignored. The needs of the urban poor have been weakly addressed, as have the access and mobility needs of women, the disabled and other disadvantaged groups, while strategies for adapting transport to agricultural production/distribution or social services (e.g. health and education) have not been adequately developed. A systematic approach to the development of sound, comprehensive transport sector programs that provide clear guidance on what is to be done is much needed. This volume—the product of an expert workshop held at Cornell University’s Institute for African Development in May, 2007—provides accounts of an array of African operational spaces in which transport is relevant to the Millennium Development Goals. It addresses many heretofore ignored dimesions of transport—mobility issues of the urban poor, of women and children, and issues of access to employment, education and health services. It provides an alignment of transport with the MDGs in what proves to be fertile ground for research with important messages for policy makers and consequences for policy.

As a result, it represents the most comprehensive reference currently available on infrastructure in the region. The book covers the five main economic infrastructure sectors--information and communication technology, irrigation, power, transport, and water and sanitation.'Africa's Infrastructure: A Time for Transformation' reflects the collaboration of a wide array of African regional institutions and development partners under the auspices of the Infrastructure Consortium for Africa. It presents the findings of the Africa Infrastructure Country Diagnostic (AICD), a project launched following a commitment in 2005 by the international community (after the G8 summit at Gleneagles, Scotland) to scale up financial support for infrastructure development in Africa. The lack of reliable information in this area made it difficult to evaluate the success of past interventions, prioritize current allocations, and provide benchmarks for measuring future progress, hence the need for the AICD.Africa's infrastructure sectors lag well behind those of the rest of the world, and the gap is widening. Some of the main--policy-relevant--findings highlighted in the book include the following: infrastructure in the region is exceptionally expensive, with tariffs being many times higher than those found elsewhere. Inadequate and expensive infrastructure is retarding growth by 2 percentage points each year. Solving the problem will cost over US$90 billion per year, which is more than twice what is being spent in Africa today.However, money alone is not the answer. Prudent policies, wise management, and soundmaintenance can improve efficiency, thereby stretching the infrastructure dollar. There is the potential to recover an additional US$17 billion a year from within the existing infrastructure resource envelope--simply by improving efficiency. For example, improved revenue collection and utility management could generate US$3.3 billion per year. Regional power trade could reduce annual costs by US$2 billion. And deregulating the trucking industry could reduce freight costs by one-half. So, raising more funds without also tackling inefficiencies would be like pouring water into a leaking bucket.Finally, the power sector and fragile states represent particular challenges. Even if every efficiency in every infrastructure sector could be captured, a substantial funding gap of $31 billion a year would remain. Nevertheless, the African people and economies cannot wait any longer. Now is the time to begin the transformation to sustainable development.
