Based on the first major international conference dealing with transport issues in Southeastern Europe, this edited volume brings together key researchers and policy makers to discuss and critically analyse these innovations. Focusing on issues related to privatization and harmonization of national legislation, the contributors also address the countries' struggle with inadequate management structures and the challenges posed in running shipping, ports and railways in a region fragmented into numerous nations and states. Book excerpt: Emerging Europe and Central Asia, the region made up of the countries of Central and South East Europe (CSE) and the Commonwealth of Independent States (CIS), is a major energy supplier to both Eastern and Western Europe. However, the outlook for both primary and derivative energy supplies is questionable, with a real prospect that there will be a significant decline during the next two decades. Western Europe is heavily dependent on energy imports from this region and therefore will be affected by declines in primary energy supplies. But Western Europe has the financial capacity to secure the energy supplies it needs (albeit at the expense of others). In contrast, the region s energy-importing countries are caught between Western Europe, which has increasing import needs, and it s own exporters, whose exports will likely decline. These countries face the prospect of being squeezed not only financially but also in terms of energy access. This difficult prospect is compounded by the deterioration of the energy infrastructure, including power generation and district heating. Although the public sector will have to finance a portion of these infrastructure investments, it will not have the capacity to meet the full needs. It is essential, therefore, that the countries in the region move quickly to put in place an enabling environment to support investment in the sector. Further complicating these issues are environmental concerns, in particular concern about climate change. EU member states and those with EU ambitions will need to meet the challenging EU greenhouse gas emissions targets. At the same time, a number of countries in the region will face the temptation to use environmentally unfriendly technology to meet their immediate energy needs. 'Lights Out?' analyzes key measures that can help countries address all of these challenges.

Book excerpt: CESEE countries lag in terms of infrastructure compared to the EU15, and deficient infrastructure is often cited as a constraint to growth and convergence. Investing in infrastructure is therefore an important long-standing policy issue for the region. In the context of the Covid-19 pandemic, infrastructure investment has also gained some ground as economies look to support activity in the recovery phase once the virus has been contained. Against this backdrop, this project seeks to benchmark infrastructure in CESEE, assess the macro impact of higher infrastructure investment, and discuss policies issues to maximize such impact. First, we benchmark infrastructure in the region versus the EU15, across various infrastructure sectors and using different methodologies. Second, deploying empirical estimates and model-based simulations, we analyze the macroeconomic impact of boosting infrastructure investment. Third, we present an in-depth analysis of policy issues: enhancing public investment management, managing fiscal risks, and mobilizing private sector participation.

Book excerpt: The creation of the Transport Community is not a stand-alone project: "The development of transport and energy networks in the South East Europe region, connected and compatible with the corresponding European internal networks and those of the neighbouring candidate countries, is an important means of improving links within the region and integrating the countries of the area into the political and economic mainstream of Europe". Based on the Energy Community Treaty with the Western Balkan Countries (and Moldova and Ukraine), the Energy Community already became operative in 2006; the Common European Aviation Area has been concluded in 2006 and became operative. While both the Agreement on the Common European Aviation Area and the Energy Community are considered successful, the Transport Community is still not based on a Treaty. In 2008, the EU Commission had been positive about concluding the Transport Community Treaty: "The European Commission today opened negotiations on a treaty establishing a Transport Community with the Western Balkans. This first meeting, held in Brussels with the region's Transport Ministers, will be followed in the autumn by technical meetings with a view to concluding the Transport Community Treaty in 2009". The enlargement strategy 2013 to 2014 sets out: "The forthcoming Transport Community Treaty will promote integration of land transport markets and infrastructure whilst helping the Western Balkan countries implement EU land transport standards. The Commission has reviewed the EU's Trans-European Networks in the field of transport (TEN-T) and energy (TEN-E) with a view to improving connections with the countries covered by the enlargement and neighbourhood policies". It is to reasonably be expected that the Transport Community Treaty will be signed in 2016.
