Book excerpt: Abstract: The authors show in this paper that increasing the transparency of the trading environment can be an important complement to traditional liberalization of tariff and non-tariff barriers. Our definition of transparency is grounded in a transaction cost analysis. The authors focus on two dimensions of transparency: predictability (reducing the cost of uncertainty) and simplification (reducing information costs). Using the Asia Pacific Economic Cooperation (APEC) member economies as a case study, the authors construct indices of importer and exporter transparency for the region from a wide range of sources. Our results from a gravity model suggest that improving trade-related transparency in APEC could hold significant benefits by raising intra-APEC trade by proximately USD 148 billion or 7.5 pecent of baseline trade in the region.

Book excerpt: This publication provides an overview of assessments from the 2017 global survey on trade facilitation and paperless trade in the Asia and Pacific region. The survey uses the final list of provisions included in the World Trade Organization's Trade Facilitation Agreement (WTO TFA) and the draft text of the regional United Nations (UN) treaty on cross-border paperless trade facilitation under negotiation at Economic and Social Commission for Asia and the Pacific (ESCAP). Implementation levels of 44 countries in Asia and the Pacific were calculated based on 31 trade facilitation and paperless trade measures. This study also describes trade facilitation projects that promote development through deepening regional cooperation and integration. It also discusses digital trade as a major opportunity for SMEs to better access international markets and global supply chains, giving them the chance to growth both quickly and sustainably. The progress and challenges in the regional and subregional trade facilitation efforts being made to streamline trade procedures are also presented. ADB and UNESCAP jointly prepared this publication.

First, it examines the effects of the implementation of trade facilitation (TF) measures on international trade flows and on participation in global value chains (GVCs). Second, it provides policy recommendations for developing Asia and the Pacific derived from model estimations. The main focus is to disentangle the effectiveness of a wide range of TF actions taken at a country level and see whether these have paved the way toward more sustainable trade flows. The data used are from the UN Global Surveys on Digital and Sustainable Trade Facilitation, covering 144 countries worldwide for the years 2015, 2017, 2019, and 2021. The empirical estimations obtained from a gravity model of trade indicate that TF measures related to transparency, institutions, and formalities are of utmost importance, whereas sustainable TF actions are still in their infancy, and more data are needed for a proper evaluation of their effectiveness. Moreover, the implementation of TF is related to reductions in the time and cost to export and import as well as to improvements in logistic performance. There are several policy recommendations and implications for developing Asia and the Pacific concerning TF, trade, and GVCs: first, transparency policies will increase trade in manufactured goods more than proportionally, especially in low-income countries in Asia (such as Afghanistan, Bangladesh, Bhutan, Cambodia, Lao PDR, Myanmar, Nepal, and Timor-Leste); second, improving the quality of TF-related institutions will foster participation in global value chains; and finally, for small islands in the Pacific (Kiribati, Solomon Islands, Tuvalu, and Vanuatu), public investments directed at improving their logistics performance would be of special relevance.

Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the impact of reducing corruption and improving transparency to lower trade costs in the Asia Pacific Economic Cooperation region. The authors find, based on a computable general equilibrium model, significant potential trade and welfare gains for Asia Pacific Economic Cooperation members, with increased transparency and lower levels of corruption. Results suggest that trade in the region would increase by 11 percent and global welfare would expand by USD 406 billion by raising transparency to the average in the region. Most of the increase in welfare would take place in member economies undertaking reform. Among the reformers, the gross domestic product (GDP) of Vietnam, Thailand, Russia, and the Philippines would increase by approximately 20 percent. The benefits to Malaysia and China would also be substantial with increased transparency and lower levels of corruption.
