Similar hybrid franchise models are developing in other parts of the world, making understanding the new dynamics an important factor in a broader national security context. This threat goes well beyond the traditional nonstate theory of constraints activity such as drug trafficking, money laundering, and human trafficking into the potential for trafficking related to weapons of mass destruction by designated terrorist organizations and their sponsors. These activities are carried out with the support of regional and extra regional states actors whose leadership is deeply enmeshed in criminal activity, which yields billions of dollars in illicit revenues every year. These same leaders have a publicly articulated, common doctrine of asymmetrical warfare against the United States and its allies that explicitly endorses as legitimate the use of weapons of mass destruction. The central binding element in this alliance is a hatred for the West, particularly the United States, and deep anti-Semitism, based on a shared view that the 1979 Iranian Revolution was a transformative historical event. For Islamists, it is evidence of divine favor; and for Bolivarians, a model of a successful asymmetrical strategy to defeat the "Empire." The primary architect of this theology/ideology that merges radical Islam and radical, anti-Western populism and revolutionary zeal is the convicted terrorist Ilich Sánchez Ramirez, better known as "Carlos the Jackal," whom Chávez has called a true visionary.

Book excerpt: Many countries throughout Latin America have experienced high levels of corruption, drug trafficking, and violence, which has created elements of fragility. The book is comprises case studies that explore the nature of violence in countries throughout the region. Moreover, it seeks to address some of the ways in which governments have sought to address violence. The cases examined in this volume are quite diverse, illustrating different types of violence as all of the countries in Latin America are not the same. Countries like Brazil, Colombia, El Salvador, Guatemala, and Mexico have high levels of drug trafficking and organized crime. Strategies designed to combat drug trafficking organization, particularly in Colombia, Mexico, and Brazil, and counter-gang strategies in Central America have help foment violence as these various criminal organizations have responded to such government policies. Yet other countries, like Peru and Bolivia, have much lower levels of violence. However, the perception of insecurity is quite high despite the fact that Peru has one of the lower homicide rates in the country. On the other hand, the nature of violence in Bolivia is quite different. This country does not have a homicide rate like El Salvador, but the country has witnessed public lynchings and other forms of violence. This volume is an effort to better understand the major trends in political violence in this particularly violent region.

What is apparent is the inability, the complicity and the unwillingness of the ruling elites and the agents of the State to grapple with the threat posed by TOC to these apex trafficking States. The war on drugs is then a lie, an instrument of power to effect social control in favour of the ruling oligarchs and a geopolitical instrument which indicates your subservience to the USA and the rest of the North Atlantic. The war on drugs is then an instrument to effect white power/hegemony over the neo-colonial world, the South. In these States studied the reality of the North Atlantic's war on drugs being joined at the head with TOC, hence inseparable, is affirmed with evidence, for as you beget the war on drugs TOC exploits your geographic position to transship drugs to the North Atlantic, but you are unable to resist materially and at the level of the idea, given your state of economic and mental subservience arsing from white supremacist colonial/neo-colonial imperial domination. Transnational Organized Crime then in these States have already or are aggressively moving to capture the State. The wages of embracing the white supremacist war on drugs is TOC exerting hegemony over our social order.
