Book excerpt: This reissue, initially published in 1984, examines the evolution of international financial flows to Latin America since 1945, along with their implications for National Development . The book describes how, in each of the first three decades since the war, a new agency emerged (foreign investors in the 1950s, official aid agencies in the 1960s and multinational banks in the 1970s) which was willing to play a dynamic role in generating new financial flows to the region. The lack of such an agent in the 1980s, combined with a reluctance on the part of former investors to maintain their level of assistance culminated in an economic debt crisis in Latin America which this work seeks to address, asking the crucial question: what measures should be taken – both nationally and internationally – to deal with this critical issue , in a way that will both encourage Latin American Development and avoid a major international financial crisis?

This paper examines this development by focusing on both fintech services and regulation. Exploring fintech’s macro-critical impact using country- and bank-level data, we find that booming financial technologies in Latin America have helped boost competition in the banking sector and inclusion. Additionally, we demonstrate that fintech firms in Latin America experienced robust growth even during the pandemic supported by external funding. Finally, we discuss how regulators are addressing the risks associated with financial technologies and how they are leveraging fintech tools in their supervisory activities.

Book excerpt: For the first time in the republican history of Peru, the presidential transition takes place in democracy, social peace, fast economic growth and favorable world markets. In other words, there has never been a better chance to build a different Peru - a richer country, more equal and governable. There are multiple ways to achieve that goal. New reforms must stem from a widespread and participatory debate, one of a common vision conceived for and by Peruvians. This book aims at making a technical and independent contribution to such debate; it summarizes the knowledge available about the challenges to be faced by the new administration. The study does not recommend silver bullets, but suggests policy options. It is based on the analysis of the current reality and in six decades of relationships with Peru, in which the Bank has implemented more than 100 projects and prepared more than 500 technical reports covering the wide range of development topics. When necessary, the study provides lessons that the Bank has learned elsewhere. The study provides a conceptual framework to the analysis of the country's 34 economic sectors and the two historical perspectives behind them. In doing so, it offers a comprehensive reform agenda that sheds light on possible priorities and courses of action.

Book excerpt: In late 1994, several Latin American economies, particularly Mexico and Argentina, experienced sharp reversals of international capital inflows that had characterized the previous four years. The immediate cause of the reversals was the loss of international investor confidence in these countries' ability to defend their exchange rate and in the authorities' ability to service their external debt on a timely basis. Short-term interest rates rose to extraordinarily high levels. Because many borrowers could not afford to service their debts at these high interest rates, the credit quality of domestic banks' loan portfolios deteriorated dramatically, creating concerns about the solvency of the banking systems in these economies. The current crisis has occurred during a period of economic and financial reform in Latin America. After almost a decade of macroeconomic and financial difficulties, since the last part of the 1980s and the beginning of the 1990s, many Latin American countries have undertaken major transformations of their economic structures. These efforts have included not only comprehensive stabilization programs aimed at correcting macroeconomic imbalances but also deep structural reforms designed to improve the efficiency of market mechanisms in pricing and allocating resources among the different sectors of these economies. In addition, the paper analyzes policy issues associated with the long-run health of the financial system: (1) the proper design of policies to respond to large and volatile flows of capital having the complementary objectives of maintaining long-run macroeconomic stability and a healthy financial system; and (2) the effect on bank soundness of increased competition from recent developments in domestic capital markets.
