Book excerpt: This book examines the evolution towards increased supranational governance in the EU’s Area of Freedom, Security and Justice (AFSJ). At the end of 2009, a successor programme to the Tampere and Hague Programmes was developed under the Swedish Presidency. Called the ‘Stockholm Programme’, it was adopted at a special EU Council Summit on 10-11 December 2009. The new agenda covers the period 2010-2014 and emphasises six areas of priority. In the context of these priorities, as well as the innovations introduced by the Lisbon Treaty, this edited book analyses policy change in the AFSJ, especially as it has been affected by the rise of supranational governance in this domain. From police cooperation and crime fighting to border management and counter-terrorism, much has changed, and the EU has taken yet another step forward in the direction of supranational governance. However, the various contributions also highlight that there are still problems and challenges remaining for the AFSJ. Collectively, this book considers how consequential the Lisbon Treaty has been for the AFSJ, as well as how successful the EU has been in achieving its stated goals as expressed in the Stockholm Programme. Thus, this book makes a significant contribution to the scholarly investigation of the AFSJ, but also to the study of European integration in general. As a critical voice of the poor and marginalized, many are engaged in a global struggle for democratic norms and social justice. Yet the potential for NGOs to bring about meaningful change is limited. This book examines whether improvements in participatory opportunities for progressive NGOs results in substantive and normative policy change in one of the major trading powers, the European Union. Hannah advances a constructivist account of the role of NGOs in the EU’s trade policymaking process. She argues that NGOs have been instrumental in providing education, raising awareness, and giving a voice to broader societal concerns about proposed trade deals, both when they take advantage of formal participatory opportunities and when they protest from the streets and in the media. However, the book also highlights how NGO inputs are mediated by the social structure of global trade governance. Epistemes—the background knowledge, ideological and normative beliefs, and shared assumptions about how the world works—determine who has a voice in global trade governance. Showing how NGOs succeed only when their advocacy conforms broadly to the dominant episteme, this book will be of value to scholars and students with an interest in NGOs and international trade negotiations. Northern NGOs have lost power and influence and been restricted in their access to southern states. Southern NGOs have developed a capacity to undertake advocacy on their own and often built closer relationships with their own governments. International institutions have become more open to southern NGOs and more skeptical of southern NGOs' claims to speak for southern populations. The result is that the boomerang theory, although still useful, no longer provides the broad explanation for advocacy. A wealth of recent articles (many by contributors to this volume) showed a growing scholarly recognition of the need for new theory. "Beyond the Boomerang" offers cutting-edge scholarship and synthesizes a new theoretical framework to develop a coherent, integrated picture of the current dynamics in global advocacy. .
