Research has focused on the formation of these transnational networks, campaigns, and coalitions; their objectives, strategies and tactics; and their impact. Yet the issue of how participation in transnational networks influences national level mobilization has been little analyzed. What effects has the experience of social movement organizations at the transnational scale had for the development at the national scale? This volume addresses this significant gap in the literature on transnational collective action by building on approaches that stress the multi-level characteristics of transnational relations. Edited by noted Latin American politics scholar Eduardo Silva, the contributions focus on four distinct themes to which the empirical chapters contribute: Building a Transnational Relations Approach to Multi-Level Interaction; Transnational Relations and Left Governments; North-South and South-South Linkages; and The "Normalization" of Labor. Book excerpt: Transnational activism has become an increasingly salient dynamic of world politics in several issue areas including human rights, environment, development, women's rights, and peace. The article first assesses how major international relations theories look at them. While realist theories do not take them seriously, constructivism and sociological institutionalism underline the fact that transnational actors can matter in world politics. An important component of this study is that it assesses when, how, and under what conditions transnational actors can matter in international relations. Finally, the study examines areas in which transnational actors pose challenges for state-centric Westphalian international systems while suggesting that they also suffer from notable limitations. In the end, the article calls for the existence of opportunities for further research.

A range of important recent scholarship has considered the rise of global social movements, the presence of transnational networks, and the transfer or diffusion of political techniques. Much of this writing has registered the pivotal role of ‘transnational’ or ‘global’ activists. However, if the significance of the ‘transnational activist’ is now routinely acknowledged, then the history of this actor is still something of a mystery. Most commentators have associated the figure with contemporary history. Hence much of the debate around ‘transnational activism’ is ahistorical, and claims for novelty are not often based on developed historical comparison. As this volume argues, it is possible to identify the ‘transnational activist’ in earlier decades and even centuries. But when did this figure first appear? What are the historical conditions that nurtured its emergence? What are the principal moments in the development of the transnational activist? And do the transnational activists of the Internet age differ in number or nature from those of earlier years? These historical questions will be at the heart of this volume.
