To provide the reader with a clearer sense of the evolution of peasant-state relations over almost a forty-year period and to highlight the dramatic changes that have taken place since 1978,1 have divided my analysis into two parts: Chapters 2 through 7 are on Maoist China, and chapters 8 and 9 are on post-Mao China. The first part examines the state's grain policies and patterns of local politics that emerged during the highly collectivized Maoist period, when the state closed free grain markets and established the system of unified purchase and sales (tonggou tongxiao). The second part describes the new methods for the production and division of the harvest after 1978, when the government decollectivized agriculture and abolished its unified procurement program.

Book excerpt: Having traveled and researched in Afghanistan since 1988, Gilles Dorronsoro has developed a rich and nuanced understanding of the country's history and people. In Revolution Unending he draws on his extensive firsthand experience to consider the political, historical, economic, and ethnic factors that will influence Afghanistan's future. He argues that U.S. optimism about Afghanistan following Western intervention and recent elections fails to appreciate the divisions that continue to define the country. While not underestimating the oft-cited "ethnic factor" in Afghan politics, especially Pashtun dominance, Dorronsoro argues that class and the competition for employment and education are key factors in explaining the country's recent past. The 1990s saw the triumph of religious authorities (the ulema) and the marginalization of the traditional elites. With coalition intervention in 2001 and the subsequent deposition of the ulema-dominated Taliban, the educated elites are back in power. However, as Dorronsoro argues, patching up the country by means of short-term ethnic alliances and a new division of the spoils will only perpetuate the schisms in society. The Afghan civil war, Dorronsoro suggests, is set to continue and perhaps worsen over time.

Book excerpt: China’s dismantling of the Mao-era rural commune system and return to individual household farming under Deng Xiaoping has been seen as a successful turn away from a misguided social experiment and a rejection of the disastrous policies that produced widespread famine. In this revisionist study, Joshua Eisenman marshals previously inaccessible data to overturn this narrative, showing that the commune modernized agriculture, increased productivity, and spurred an agricultural green revolution that laid the foundation for China’s future rapid growth. Red China’s Green Revolution tells the story of the commune’s origins, evolution, and downfall, demonstrating its role in China’s economic ascendance. After 1970, the commune emerged as a hybrid institution, including both collective and private elements, with a high degree of local control over economic decision but almost no say over political ones. It had an integrated agricultural research and extension system that promoted agricultural modernization and collectively owned local enterprises and small factories that spread rural industrialization. The commune transmitted Mao’s collectivist ideology and enforced collective isolation so it could overwork and underpay its households. Eisenman argues that the commune was eliminated not because it was unproductive, but because it was politically undesirable: it was the post-Mao leadership led by Deng Xiaoping—not rural residents—who chose to abandon the commune in order to consolidate their control over China. Based on detailed and systematic national, provincial, and county-level data, as well as interviews with agricultural experts and former commune members, Red China’s Green Revolution is a comprehensive historical and social scientific analysis that fundamentally challenges our understanding of recent Chinese economic history.

Book excerpt: This book approaches the concept of tenkō (political conversion) as a response to the global crisis of interwar modernity, as opposed to a distinctly Japanese experience in postwar debates. Tenkō connotes the expressions of ideological conversion performed by members of the Japanese Communist Party, starting in 1933, whereby they renounced Marxism and expressed support for Japan’s imperial expansion on the continent. Although tenkō has a significant presence in Japan’s postwar intellectual and literary histories, this contributed volume is one of the first in Englishm language scholarship to approach the phenomenon. International perspectives from both established and early career scholars show tenkō as inseparable from the global politics of empire, deeply marked by an age of mechanical reproduction, mediatization and the manipulation of language. Despite widespread scepticism of the state's appropriation and inflation of this historical event, the heroes of the campaign are still commemorated in Novorossiisk today by an amalgam of memoir, monuments and ritual. Through the prism of this provincial Russian town, Vicky Davis sheds light on the character of Brezhnev as perceived by his people, and on the process of memory for the ordinary Russian citizen. Davis analyses the construction and propagation of the local war myth to link the individual citizens of Novorossiisk with evolving state policy since World War II and examines the resultant social and political connotations. Her compelling new interdisciplinary evidence reveals the complexity of myth and memory, challenging existing assumptions to show that there is still scope for the local community - and even the individual - in memory construction in an authoritarian environment. This book represents a much-needed departure from the study of myth and memory in larger cities of the former Soviet Union, adding nuance to the existing portrait of Brezhnev and demonstrating the continued importance of war memory in Russia today.
