The greatest current challenge to the agricultural sector is for it to become sustainable in all three of the dimensions profit, people and planet. This is certainly the case in highly urbanized countries like the Netherlands, where agriculture is confronted with high land prices, rising consumer concerns for issues like animal welfare and negative environmental effects but also with new demands from the city for recreation, health care and local food products. These are some of the developments in our society that are forcing agriculture to change. The government, farmers, the agri-food industry and the retail sector struggle to meet this challenge and find new forms of governance. In the Netherlands, the government has called for a ‘transition towards sustainable agriculture’ and it is investing in this programme with its research and education policy. Similar trends have been observed in other countries. This book presents the expertise that has been accrued from at least five years of Dutch research in this area. The aim is to collate the results of the experiments, to learn from them, to confront them with existing theory and to share them with a larger audience in order to foster learning about transition. Given the leading position of the Netherlands in global agriculture, in a highly urbanized setting, and its leading position in the study of transition theory this should be of significant interest to students and researchers of the transitions in agriculture.

This book shows that for upscaling novel practices and organizational models it is important to include meso-level regime aspects in analysis and practice. The argument presented is that our understanding of the human and social dimensions of transformation processes can be enriched by anchoring practice and policy in social theory. A focus on transitions offers a clear view on the direction and velocity of change. This publication aims to complement this by highlighting theoretical insights in the social or institutional mechanisms enabling or hindering change. Essays on a selection of theorists, varying from idealist or materialist accounts, to actor or system approaches, examine what the presented explanatory framework on social change offers in terms of guidance for intervention and action. The value of these theoretical insights is further explored in a selection of case studies in agriculture and food: rural reconstruction in horticulture and livestock, seed supply systems, and pest control. Each case study systematically applies six theoretical frameworks with the purpose of investigating what novel insights arise from looking at the change process from a particular perspective. Through this exercise the often implicit assumptions of hands-on change processes surface. This book is of interest to practitioners engaged in changing current practices in agriculture and food provision, policy makers interested in grasping why transitions are challenging, applied researchers who like to move beyond individual case studies and social and natural scientists involved in integrative studies of complex change processes.

Book excerpt: Managing the ability of agriculture to meet rising global demand and to respond to the changes and opportunities will require good policy, sustained investments, and innovation - not business as usual. Investments in public Research and Development, extension, education, and their links with one another have elicited high returns and pro-poor growth, but these investments alone will not elicit innovation at the pace or on the scale required by the intensifying and proliferating challenges confronting agriculture. Experience indicates that aside from a strong capacity in Research and Development, the ability to innovate is often related to collective action, coordination, the exchange of knowledge among diverse actors, the incentives and resources available to form partnerships and develop businesses, and conditions that make it possible for farmers or entrepreneurs to use the innovations. While consensus is developing about what is meant by 'innovation' and 'innovation system', no detailed blueprint exists for making agricultural innovation happen at a given time, in a given place, for a given result. The AIS approach that looks at these multiple conditions and relationships that promote innovation in agriculture, has however moved from a concept to a sub-discipline with principles of analysis and action. AIS investments must be specific to the context, responding to the stage of development in a particular country and agricultural sector, especially the AIS. This sourcebook contributes to identifying, designing, and implementing the investments, approaches, and complementary interventions that appear most likely to strengthen AIS and to promote agricultural innovation and equitable growth. It emphasizes the lessons learned, benefits and impacts, implementation issues, and prospects for replicating or expanding successful practices. The information in this sourcebook derives from approaches that have been tested at different scales in different contexts. It reflects the experiences and evolving understanding of numerous individuals and organizations concerned with agricultural innovation, including the World Bank. This information is targeted to the key operational staff in international and regional development agencies and national governments who design and implement lending projects and to the practitioners who design thematic programs and technical assistance packages. The author's fascination for the agricultural landscapes in and around metropolises led him to the conclusion that improving the efficiency of agriculture is the most effective way to safeguard the quality of such landscapes. The wasteful modes of production developed in the past 150 years have led to a serious decline in both the surface area and the quality of the highly valued landscapes. Closing the loops within the agricultural production system and increasing their productivity is therefore the best remedy to arrest this decline. After analysing the development of agriculture against the background of the urbanisation process in today's network society, the focus shifts to research by design on agroparks. These are spatial clusters of agrofunctions and the related economic activities. Agroparks bring together high-productivity plant-based and animal-based production and processing along industrial lines combined with the input of high levels of knowledge and technology. The cycles of water, minerals and gases are skillfully closed and the use of fossil energy is minimised, particularly by the processing of various flows of waste products and by-products. An agropark may therefore be seen as the application of industrial ecology in the agrosector. The scientific aim of this book is to find answers to the questions of whether agroparks contribute to sustainable development in metropolises, how an agropark is developed and how it must be designed. Under examination are seven designs for agroparks, which were created from 2002 onwards in the Netherlands, China and India.
