V. 2008 The papers in this collection have been selected from over 800 presentations given at the XIIIth World Congress of Comparative Education Societies, held at the University of Sarajevo, Bosnia and Herzegovina, from 3 to 7 September 2007. The Congress was hosted on behalf of the WCCES by the Mediterranean Society of Comparative Education and in association with the International Association of Intercultural Education. For such an int- national gathering, it was appropriate that the theme chosen was ‘‘Living Together: Education and Intercultural Dialogue’’, providing scope for c- tributions by participating scholars, policy makers and practitioners in e- cation from some 70 countries. The presenters approached contemporary educational issues with knowledge and insights about a world characterized by the tensions and demands of global and local interests, by regional c- ?icts and post-con?ict deliberations, and by the global diaspora, with c- tural, religious and linguistic diversity within both small and large states. Only a very few papers could be included for this collection, but they rep- sent some of the key topics under discussion during the Congress. The papers were selected from the recommendations of the convenors of the 13 Thematic Groups, the keynote addresses and several symposia.

Book excerpt: Between 1987 and today Algeria has been engaged in a conflict pitching the army against Islamist guerilla groups which has killed more than 200.000 people. During the same period, Algeria also witnessed the explosion of more than 70,000 voluntary associations, making it one of the most civic-dense countries in the Arab world. This book analyses the development of these association in Algeria and the state's attempt to retain political legitimacy. Starting from a critique of portrayals of Algerian 'civil society' as a force conducive to democratization, the study examines the changing relationship of the state to voluntary associations in both the colonial and post-colonial eras. An in-depth assessment of the social bases of the associative sphere then leads to questioning its independence from the state, and highlights the role of the associative sector in tempering the fracture between the state and those social groups that most suffered from the collapse of Algeria's post colonial political framework. Finally, the study analyses donors' use of advocacy and service-delivery associations in democracy-promotion programmes, arguing that their focus on the country's 'civil society' contributed to the state's efforts to preserve its international legitimacy. Based on in-depth examination of existing literature and extensive fieldwork conducted at a time when Algeria was still closed to foreign researchers because of the conflict, Andrea Liverani challenges the mainstream views on the political role of associations in democracy, illustrating how 'civil society' can work towards the conservation of an authoritarian order, rather than simply towards democratic change. A lucid contribution to an emerging scholarship, Civil Society in Algeria will appeal to students, academic experts, and NGO/aid practitioners.

Book excerpt: Following the (re-) introduction of multiparty systems in Africa in the early 1990s, third and fourth elections in Africa’s new democracies and hybrid regimes are now being seen. Although there is a large and growing literature on democracy and elections in Africa, parties and party systems have hitherto not been the focus of research, which may be surprising given their central role in a liberal democracy. The early works from the 1960s and 1970s provide neither a sound conceptual nor empirical basis. Research on political parties and party systems in Africa is still in its infancy. Various contributions in this volume address the theoretical and conceptual challenges provided by the African parties and party systems with their particular features of weak organization, informal relationships dominated by "big men" and clientelism within a neopatrimonial setting. Others raise the crucial question of representation in relation to ethnicity, civil society and gender, or look into the empirical relationship between party systems and democracy. Further chapters ask questions about the appropriate electoral system for the multiethnic context in Africa and deal with the problem of electoral system reform. Finally, there are chapters which focus on the neglected area of electoral violence, and the moral role of money and vote buying is scrutinized through a case study. An important conclusion is that party research in Africa needs more conceptual clarity as well as empirical research particularly on party organization, voting behavior, and the role of ethnicity. The volume is written for academics and graduate students in Comparative Politics, Party Research, Electoral and African Studies.
