In the end, the main goal should be to produce young people who can become productive citizens and lead healthy lives, as demonstrated by middle and higher-income economies.

Book excerpt: The main purpose of this book is to provide a concise overview of educational transition – to document, discuss and analyse key changes (and continuities) in South African education since the end of apartheid. What makes this period particularly fascinating for educationalists is that the legacy of apartheid and the years of international isolation meant that educational reform had to be fundamental and wide ranging if South Africa was to become a modern, democratic state participating in the global political economy of the twenty-first century. The result was that in the final five years of the twentieth century South Africa became something of a laboratory or crucible for educational innovation. From 1948 to the early 1990s South African government was based on an institutionalised system of ‘racial’ separation and inequality formally known as apartheid. A white minority dominated a black majority in a context of stark social, political and economic differentiation. While the apartheid state used force to maintain this system, formal education was also used to try to make the basic tenets of apartheid ‘normal’ and ‘acceptable’ in the minds of South Africans. From the apartheid government’s point of view, the role of education was to help to perpetuate and reproduce a racist system and to encourage obedience and conformity to that system. It is not therefore surprising that in the 1970s and 1980s education also became a key site in the struggle against apartheid or that educational reform was high on the agenda of the first democratically elected government after April 1994. However, while the direction of educational reform has inevitably been strongly influenced by the nature and history of the anti-apartheid struggle inside South Africa, the global political and economic context has also played its part in shaping educational debate and policy outside South Africa. Clive Harber’s book recognises that there is a difference between planned reform and the actual nature of educational change on the ground and tries, where possible, to set reform in the contextual realities of South African education as they presently exist. It aims to understand the difficulties and ambiguities of transition as well as the overt aims and goals as enshrined in policy documents and legislation.

Calls for inclusive approaches to greening the South African economy, which addresses the most vulnerable in society and ensures that the benefits of sustainability innovations reach all South Africans, are becoming more pronounced as sustainable development policy reforms are being implemented. The question that should be placed centre stage in South Africa’s sustainability discourse is whether notions of justice and inclusivity are being sufficiently addressed in the design and implementation of policy and programme interventions. This book explores South Africa’s sustainability transition through reflections on critical policy, economic, technological, social and environmental drivers. It provides a synthesis of theoretical insights, including new models and concepts, and praxis through illustrations from South Africa’s growing landscape of sustainable development policies and programmes. Can the dynamics of a transition influence its outcome? Under what circumstances has democracy been consolidated in Africa? This trilogy of questions has become necessary in light of the current democratic wave engulfing Africa and the rest of the world. In examining the conditions that initiate democratic transitions, this book investigates the circumstances under which democracy movements have operated between 1980 and 1990. It concludes that, contrary to dominant democratic theory, the transitions to democracy in Africa have occurred under declining levels of development. With regard to transitions, the book recognizes that they have their own dynamics. Two main types of transitions are discerned: top-down and bottom-up. The book argues that in spite of the restrictive nature of top-down transitions, they offer a better opportunity for democratic consolidation because of the consensus between elites of the pro-democracy regime and their counterparts in the authoritarian regime, a condition that is normally absent under bottom-up transitions. Finally, relying on the cases of consolidated democracies, the book derives an African democracy model. The model delineates five main conditions that facilitate democratic consolidation, including good leadership, relevant political institutions, external support, civic space, and a reasonable level of development. It cautions, however, that these are not sufficient conditions, nor are all of them necessary. Since countries have unique historical circumstances, specific countries will have to combine conditions in the model that are relevant to that society to consolidate its democracy. The right combination will depend on the specific needs of the individual country.
