Book Transitioning Defense Organizational Initiatives An Assessment of Key 2001 2008 Defense Reforms

This book was released on 2008 with total page 85 pages. Available in PDF, EPUB and Kindle. Book excerpt: Presidential transitions often bring the promise of new opportunities and the threat of reversing key advances. In the United States, the change from one administration to the next is by its very nature a political event. Political calculations about the initiatives of one's predecessor, in turn, can sometimes outweigh policy considerations of their value where the two may seem in conflict. Making such a determination requires an accurate understanding of how issues have evolved and been resolved, and an assessment of the adequacy of action to date. In March 2008, the Defense and National Security Group and the Defense Industry Initiatives Group at the Center for Strategic and International Studies (CSIS) began a study effort aimed at informing the next Secretary of Defense's transition decisions. The CSIS study team focused where it felt it could provide the most value to incoming decision-makers, assessing that set of little understood defense organizational and process changes that the George W. Bush administration has implemented in an attempt to improve the Defense Department's internal operations. In so doing, the team sought to complement rather than replicate the strong body of existing and ongoing work relating to the advisability of continuing "hot button" policies related to Iraq, Afghanistan, Iran, and other prominent topics. The CSIS study team's efforts were sponsored by the Office of the Under Secretary of Defense for Policy (OUSD(P)), but its findings and recommendations are independent of Department of Defense (DoD) influence and partisan sentiment. This report presents the study team's analysis. It incorporates a wide range of personal interviews with key Bush administration defense officials, career civilian and military subject matter experts, and leading outside defense thinkers, including senior leaders from prior administrations. It also relies on the extensive written record that exists on many of these issues.

With this in mind, the CSIS U.S. Defense and National Security Group and the Defense-Industrial Initiatives Group conducted a study aimed at informing the next Secretary of Defense's transition decisions. The CSIS study team focused on the little understood organizational and process changes that the George W. Bush administration has implemented in an attempt to improve the Defense Department's internal operations in the categories of strategic direction, force development, force employment, force management, and corporate support. The study team found that the attempted Bush administration defense reforms ran the gamut from qualified success to qualified failure."--Synopsis, CSIS web site

Book Defense Business Transformation Achieving Success Requires a Chief Management Officer to Provide Focus and Sustained Leadership

Download or read book Defense Business Transformation Achieving Success Requires a Chief Management Officer to Provide Focus and Sustained Leadership written by and published by DIANE Publishing. This book was released on 2007 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although DOD has made progress toward establishing a management framework for overall business transformation, the framework currently focuses on business systems modernization and does not fully address broader business transformation efforts. In 2005, DOD set up the Defense Business Systems Management Committee to review and approve the business enterprise architecture a transformation blueprint and new business systems modernization investments. It also established the Business Transformation Agency, which currently reports to the Vice Chair of the Defense Business Systems Management Committee, to coordinate and lead business transformation across the department. Despite these steps, DOD has not clearly defined or institutionalized interrelationships, roles and responsibilities, or accountability for establishing a management framework for overall business transformation. For example, differences of opinion exist within DOD about the roles of various senior leadership committees. Until DOD's business transformation management framework is institutionalized and encompasses broad responsibilities for all aspects of business transformation, it will be challenging for DOD to integrate related initiatives into a sustainable, enterprise-wide approach to successfully resolve weaknesses in business operations that GAO has shown are at high risk of waste, fraud, and abuse.

In Nov. 1997, the Sec. of Defense issued his Defense Reform Initiative (DRI) Report outlining a plan for reforming DoD's business affairs. To implement the report's initiatives, the Sec. established a Defense Management Council and chartered it with responsibility for overseeing the effort and serving as his internal board of directors for management. This report discusses (1) actions taken through the DRI management structure to facilitate achieving the program's objectives, and (2) progress made in implementing individual reform initiatives.

Book An Analysis of Technology Transition Within the Department of Defense

Download or read book An Analysis of Technology Transition Within the Department of Defense written by Donnie Tew and published by . This book was released on 2010 with total page 55 pages. Available in PDF, EPUB and Kindle. Book excerpt: Appropriate methods and the proper execution thereof are critical to the success of technology transition. A significant hurdle in this process is the phase in which the Science & Technology community is prepared to hand-off a technology, which has not achieved a sufficiently high enough Technology Readiness Level (TRL), Manufacturing Readiness Level (MRL), or System Readiness Level (SRL) for the Engineering and Manufacturing community. This analysis concentrated on three technology transition factors: Organization, Policy, and Metrics (OPM). Organizational transformation encompasses the recent expansion of technology transition groups and initiatives within DoD. Additionally, the overall mindset of cooperative development and open communication are detailed within the Organizational focal area. The Policy focal area delves into the various DoD technology transition governing principles included in the DoD 5000, the Defense Acquisition Guidebook, and other governing documents. Lastly, the Technology Metrics focal area concentrates on the importance of technology maturation and how to qualitatively and objectively assess technologies. Thorough research was conducted on these areas to demonstrate DoD's recent efforts to bridge the gap and provide innovative solutions to the Warfighter within a reduced timeframe. Additionally, a case study analysis was conducted on a Defense Advanced Research Projects Agency (DARPA) Program, Boomerang, to highlight attributes of a successful technology transition.

Available in PDF, EPUB and Kindle. Book excerpt: Programs have been created in the Dept. of Defense (DOD) to help facilitate the transition of new technologies. GAO was directed to undertake a body of work that will provide a holistic assessment of DOD’s Science and Technology (S&T) enterprise. This report reflects the results from GAO’s first review, which focuses on technology transition. Generally, when technologies have been sufficiently matured in the S&T environment, the technologies are available to transition to a military user. The objectives of this report were to (1) determine what DOD programs are dedicated to facilitating technology transition; (2) assess the outcomes of these transition programs; and (3) identify practices among the programs that may facilitate technology transition. Book excerpt: This excellent report has been professionally converted for accurate flowing-text e-book format reproduction. This study provides a comparative analysis of the US Army's post-Vietnam transformation with an examination of the Army's recent transformation during the initial phases of Operation Iraqi Freedom. The research will identify those senior leaders whose constructive and positive civil-military relations enabled their service in managing transformation, which created agile and adaptive teams that were capable of adjusting to change. Additionally, effective transformation was built with sound doctrinal underpinning that informed the organizational structure and training initiatives that endured through the next war. The results of this monograph will show that the senior leaders who managed the post-Vietnam transformation were more effective in managing the reform efforts than the leaders who managed the defense transformation efforts in the early part of the Twenty-first Century. The post-Vietnam reform was developed with a solid doctrinal underpinning that informed the organizational structure and training initiatives that endured through the duration of the transformation and were implemented during the next war. The initiatives were built in a mutually supporting manner, which reduced multiple adjustments and kept the cost down as the Army completed the transformation. In contrast, the defense transformation of 2003 contained dysfunctional civil-military relations that consisted of micromanagement and an over-reliance to transform at all cost. In that environment, the Army failed to refine the capabilities-based network-centric doctrine to reflect the changing nature of war in Operation Iraqi Freedom and Operation Enduring Freedom. The flawed doctrine contributed to the continued investment and mismanagement of reforms like Future Combat System (FCS), Modularity and Army Force Generation (ARFORGEN). The impact of the mismanagement of the recent transformation led to the Army paying a 400 percent increase in readiness and a loss of $480 billion dollars from FCS cancellations, and oscillations of force structure within the modular design.

Book Implementation of the DOD Diversity and Inclusion Strategic Plan

Download or read book Implementation of the DOD Diversity and Inclusion Strategic Plan written by Nelson Lim and published by . This book was released on 2013 with total page 69 pages. Available in PDF, EPUB and Kindle. Book excerpt: Two recent policy documents lay out a new vision for diversity in the U.S. Department of Defense (DoD): the Military Leadership Diversity Commission's From Representation to Inclusion: Diversity Leadership for the 21st-Century Military and the Department of Defense Diversity and Inclusion Strategic Plan, 2012-2017. These documents define the mission, set goals for diversity, and provide a general strategic framework for achieving these goals. The purpose of this report is to provide a framework to support DoD in the implementation of its strategic plan and to ensure that the resources devoted to these efforts are targeted for long-term success. The framework emphasizes the creation of an enduring accountability system; categorizes the strategic initiatives specified in DoD's strategic plan along three key dimensions -- compliance, communication, and coordination ("the three Cs"); and prioritizes them across time -- short, medium, and long term. The framework can help all DoD components work toward the vision described in the strategic plan in a deliberate, synchronized effort by complying with current laws, regulations, and directives; communicating effectively to internal as well as external stakeholders; and coordinating efforts to ensure continuing change.
