The three states chosen - Britain, France and Spain - have historical similarities as ex-imperial, Atlantic seaboard states with weighty historical and institutional traditions. But they also differ in their institutions, in their centre-periphery relations and in their varying responses to the new phase of change. The authors assess the new constitutional configurations in each state - decentralisation, devolution or autonomous governments - and analyse the effect on the peripheries and the maintenance of order. The contested views and perspectives in this volume suggest it is too simple to assume an inevitable conflict between China and the outside world. It is an interactive process in which the world may change China as much as China may change the world. The aim of the book is to broaden the debate beyond the “Thucydides Trap” perspective currently popular in the West. Part one of the book presents perspectives on world order transition developed by political science schools, i.e. the world hegemony and the power transition school, and by the experts of complexity theory, a newcomer in social sciences. These theories are best suited to explain the order transition and to supply consistent, complementary data and insights on the juncture of the four processes pushing for the creation of the new world order. Part two looks into the impact of order transition on the Atlantic area. The authors focus on the existing tensions and the potentials for change that affect the long-time relations between the USA, the European countries, and Canada. At the same time, the interference of China into the politics and economy of Europe is analyzed, in particular through a case study of the relations between China and the Baltic states.

Book excerpt: How has world order changed since the Cold War ended? Do we live in an age of American empire, or is global power shifting to the East with the rise of China? Arguing that existing ideas about balance of power and power transition are inadequate, this book gives an innovative reinterpretation of the changing nature of U.S. power, focused on the 'order transition' in East Asia. Hegemonic power is based on both coercion and consent, and hegemony is crucially underpinned by shared norms and values. Thus hegemons must constantly legitimize their unequal power to other states. In periods of strategic change, the most important political dynamics centre on this bargaining process, conceived here as the negotiation of a social compact. This book studies the re-negotiation of this consensual compact between the U.S., China, and other states in post-Cold War East Asia. It analyses institutional bargains to constrain and justify power; attempts to re-define the relationship between a regional community and the global economic order; the evolution of great power authority in regional conflict management, and the salience of competing justice claims in memory disputes. It finds that U.S. hegemony has been established in East Asia after the Cold War mainly because of the complicity of key regional states. But the new social compact also makes room for rising powers and satisfies smaller states' insecurities. The book controversially proposes that the East Asian order is multi-tiered and hierarchical, led by the U.S. but incorporating China, Japan, and other states in the layers below it.

This work introduces a new phenomenon in the study of civil war: wartime social order. It investigates theoretically and empirically the emergence and functioning of social order in conflict zones. By theorizing the interaction between combatants and civilians and how they impact wartime institutions, the study delves into rebel behavior, civilian agency and their impact on the conduct of war. Based on years of fieldwork in Colombia, the theory is tested with qualitative and quantitative evidence on communities, armed groups, and individuals in conflict zones. The study shows how armed groups strive to rule civilians, and how the latter influence the terms of that rule. The theory and empirical results illuminate our understanding of civil war, institutions, local governance, non-violent resistance, and the emergence of political order.
