SIGIR's lessons learned capping report characterizes this effort in four phases (pre-war to ORHA, CPA, post-CPA/Negroponte era, and Khalilzad, Crocker, and the Surge). From this history, SIGIR forwards a series of conclusions and recommendations for Congress to consider when organizing for the next post-conflict reconstruction situation. Over the past five years, the United States has provided nearly fifty billion dollars for the relief and reconstruction of Iraq. This unprecedented rebuilding program, implemented after the March 2003 invasion, was developed to restore Iraq's essential services, build Iraq's security forces, create a market-based economy, and establish a democratic government--all in pursuit of U.S. interests in a stable and free Iraq. Did the U.S. rebuilding program achieve its objectives? Was the money provided well-spent or wasted? What lessons have we learned from the experience? Hard Lessons: The Iraq Reconstruction Experience, a report from the Special Inspector General for Iraq Reconstruction (SIGIR), answers these and other important questions by presenting a comprehensive history of the U.S. program, chiefly derived from SIGIR's body of extensive oversight work in Iraq, hundreds of interviews with key figures involved with the reconstruction program, and thousands of documents evidencing the reconstruction work that was - or was not - done. Book excerpt: Large-scale reconstruction assistance programs are being undertaken by the United States following the war with Iraq. To fund such programs, Congress approved on April 12, 2003, a $2.48 billion Iraq Relief and Reconstruction Fund (IRRF) in the FY2003 Supplemental Appropriation. On November 6, 2003, the President signed into law P.L. 108-106, the FY2004 Emergency Supplemental Appropriation, providing $18.4 billion for Iraq reconstruction. P.L. 109-13, the FY2005 Emergency Supplemental signed into law on May 11, 2005, provides $5.7 billion for the training and equipping of Iraqi security forces. Funds would be controlled by the Secretary of Defense in a new Iraqi Secruity Forces Fund rather than provided through the State Department-managed IRRF, as is currently the case. Contributions pledged at the October 24, 2003 Madrid donor conference by other donors amounted to roughly $3.6 billion in grant aid and as much as $13.3 billion in possible loans. On June 28, 2004, the entity implementing assistance programs, the Coalition Provisional Authority (CPA), dissolved, and sovereignty war returned to Iraq. Security Council Resolution 1546 of June 8, 2004, returned control of assets held in the Development Fund for Iraq to the government of Iraq. U.S. assistance is now provided through the U.S. embassy.

Book excerpt: A large-scale assistance program has been undertaken by the United States in Iraq since mid-2003. To date, about $49 billion has been appropriated for Iraq reconstruction. Most recently, in June 2008, Congress approved over $4 billion for Iraq reconstruction in a FY2008/2009 supplemental appropriations bill, H.R. 2642 (P.L. 110-252). The FY2009 regular foreign operations appropriations (P.L. 111-8, Division H, H.R. 1105, signed by the President on March 11, 2009) provides no economic aid to Iraq with the exception of demining assistance. Security aid and most economic aid are provided in supplemental appropriations bills. On June 28, 2004, the entity implementing assistance programs, the Coalition Provisional Authority (CPA), dissolved, and sovereignty was returned to Iraq. U.N. Security Council Resolution 1546 of June 8, 2004, returned control of assets held in the Development Fund for Iraq to the government of Iraq. U.S. economic assistance is now provided through the U.S. embassy, while security aid is chiefly managed by the Pentagon. A significant number of reconstruction activities, especially those involving construction of road, sanitation, electric power, oil production, and other infrastructure, are completed or near completion. Security concerns slowed progress and added considerable expense to these efforts. Reconstruction priorities and funding mechanisms have changed over time. The Iraq Relief and Reconstruction Fund (IRRF), the main U.S. assistance account in the first few years, is no longer available, and most large-scale infrastructure programs are no longer funded. However, many small-scale, targeted community-level infrastructure efforts are funded under the Commander's Emergency Response Program (CERP) and the Economic Support Fund (ESF). The key emphases of the aid program are the training of Iraqi forces and programs assisting the development of Iraqi governing capacities and supporting the work of the Provincial Reconstruction Teams (PRTs).
