Since the fall of the Soviet Union in 1989, there has not been nor is there on the horizon a conventional military peer-competitor. While the Army is equipped with the best military hardware and resources, it is the leadership within the Army that separates it from other institutions. Our hard working, committed, tactically and technically proficient, morally-ethically grounded officer corps deservingly gets credit for transforming a Vietnam era conscript Army into the model volunteer force the U.S. has today. Army transformation is being executed at a rapid pace while its forces are simultaneously engaged in a multitude of combat type operations. The officer corps leading this Army today and into the future requires a complex set of skills that are intellectually different than previous generations. To succeed on today's battlegrounds, Army officers at every rank must be capable of simultaneously executing multiple, often times conflicting, missions. To prepare leaders for these uncertain environments, the Army must provide them the necessary intellectual tools and assignment opportunities throughout their careers. This paper proposes a fundamental shift in our officer career path policy by emphasizing more academic, fellowship and exchange opportunities earlier and throughout Army officers' careers. Additionally, eliminating the current officer branch qualification requirement, or expanding the positions that currently qualify as branch qualification, will provide Army officers the time they need to truly improve their skills and proficiencies at every rank. This is not a list of all or nothing propositions. In fact, they are just a handful of the "means" the Army can institute into its current officer professional development career path or "ways" to better equip leaders so they continue to lead the world's greatest Army to support and defend the Constitution of the United States of America; the ends.

Book excerpt: The U.S. Army has always touted itself as a capstone developmental experience and still does so today- You made them strong-we'll make them Army Strong. The Army is almost universally acknowledged as an organization that powerfully develops talent in areas such as leadership, teamwork behavior, work ethics, adaptability, fitness, and many others. Yet despite this well-earned reputation, the Army must remain vigilant. Authorized strength and inventory mismatches, an inverse relationship between responsibility and formal developmental time, and sparse non-operational development opportunities are serious challenges that the Army must address. Developing talent is important in all high performing organizations, but it is particularly critical to the Army for several reasons. First, the mission of fighting and winning wars requires truly championship-level talent-America's national security depends on it. Second, Americans entrust the very lives of their sons and daughters to the Army-they deserve to be led by superstars. And third, limited lateral entry into midcareer and senior level officer positions means the Army cannot rely upon poaching talent from outside organizations as corporate America does. Instead, the Army must retain and continuously develop its entrylevel talent to meet present and future demands. Army officers are hungry for the development needed to reach their full potential and perform optimally. When they do not get it, they seek it in the private sector. This is why officer developmental programs must be tailored to the needs of every talented individual. In this way, the Army can both deepen and broaden its overall talent distribution, mitigating risk in an increasingly uncertain and rapidly changing operating environment. Current practice, however, generally shunts officers down conventional career paths and through standardized "gates," regardless of their unique talents, experience, or needs. Meeting future challenges may well require a new way of doing business, a comprehensive developmental strategy rooted in sound theory. Several pioneers in the human capital field have provided a ready foundation for such a strategy. Their work demonstrates the criticality of continuing education, genuinely useful evaluations, and properly valued signals to the creation of an outstanding developmental climate. Considering officer development within this context moves the Army beyond a focus upon formal training and education. While these are certainly important, managing the nexus of individual talents and rapidly changing organizational requirements calls for careful attention to many other developmental factors. These include professional networks, mentorship and peer relationships, tenure, individual learning styles, as well as diversity of thought, experience, and culture. Lastly, to reap the full benefit of any developmental strategy, the Army must capture information on the multitude of talents that its officers possess. The uniqueness of each individual cannot be captured via skill identifiers and career field designations alone. Instead, the Army needs a mechanism to track talent development over time, gauging both its breadth and depth. Only then will it be able to effectively employ talent, the subject of the next and final monograph in this series.

With these words, the Commission on National Security in the 21st Century captured the exciting challenges this study sets out to explore. First, this study develops a generalized model for United States military transformations in peacetime. To develop the model the author combines observations made by several historians about recurrent trends in military strategic innovation. The author concludes that, after taking into account inevitable uncertainty, there are three identifiable factors that occur in most cases of military transformation. The three key factors are the need for a coherent, congruent vision; an emerging culture that bolsters the vision and develops competing theories of victory to fulfill the vision; and a process for honestly assessing the maturing vision and its supporting theories of victory. After defining the limitations of the model and its usefulness, the author applies the framework to an important aspect of national security-the future of space power. The framework is used to study the recent approach to space power from a civilian policy and military application perspective. Application of the transformation model highlights some important points about the present approach for developing space power. First, the civilian vision is not completely congruent with the military vision and the military vision is inconsistent. Second, the military-primarily the Air Force-has made moderate but hesitant progress towards nurturing a space power culture with some unexpected consequences. Third, the military has an uncoordinated, haphazard approach to assessment that blurs the merit of the space power vision and associated theories.

Book excerpt: With the end of the Cold War, the euphoria of the Gulf War of the 1990s and the avowal of a New World Order, peace-operations were declared as the recipe for a better world through international intervention in conflict arenas. However, the debacles and failures in Cambodia, Somalia, or the Balkans led to disillusionment and a sense of strategic helplessness among leaders, experts and scholars in the industrial democracies. While these arguments have been the focus of intense criticism and discussion, they nevertheless underscore the fact that since the end of the Cold War the armed forces of the industrial democracies have undergone very significant transformations. This is the first work linking the changes in armed forces to Peace Support Operations (PSOs), those operations with major state-building components that demand broad and coherent cooperation between military forces and civilian entities. The Transformation of the World of War and Peace Support Operations is timely as the recent debates over PSOs continue to take center stage. This work embodies a new set of ideas and concepts that aid in grasping and interpreting the transformations taking place in the world of war and in PSOs. It seeks to understand how social, economic, political, and organizational transformations around the globe are related to the complex links between armed forces and PSOs. Additionally, this work addresses issues that continue to define the character and makeup of modern warfare and the missions of PSOs for coming decades.
