Book excerpt: This food policy report presents a typology of the diverse livelihood strategies and development pathways for smallholder farmers in developing countries, and offers policy recommendations to help potentially profitable smallholders meet emerging risks and challenges. Main Findings Smallholder farmers in developing countries play a key role in meeting the future food demands of a growing and increasingly rich and urbanized population. However, smallholders are not a homogeneous group that should be supported at all costs. Whereas some smallholder farmers have the potential to undertake profitable commercial activities in the agricultural sector, others should be supported in exiting agriculture and seeking nonfarm employment opportunities. For smallholder farmers with profit potential, their ability to be successful is hampered by such challenges as climate change, price shocks, limited financing options, and inadequate access to healthy and nutritious food. By overcoming these challenges, smallholders can move from subsistence to commercially oriented agricultural systems, increase their profits, and operate at an efficient scalethereby helping to do their part in feeding the worlds hungry.

Book excerpt: Agricultural projects typically aim to promote the uptake of project components amongst targeted farm populations to improve their on-farm productivity within a “theory of change” that leads to improvements in their welfare. While this approach can be an important first step towards improving smallholder livelihoods, it ignores alternative and often superior livelihood options that might arise within the rural transformation process. These options can be particularly important for agricultural value chain projects that generate new market opportunities and secondary off-farm income and employment growth within the rural nonfarm economy. We argue that the design of smallholder projects implemented within regions already undergoing a dynamic transformation and/or on projects which have significant value chain components, should be broadened to assist smallholders make successful transitions to their best livelihood options. For such projects, M&E should also track livelihood transitions as well as the usual assessments of progress made, the achievement of expected goals, and the identification of bottlenecks in implementation. To help operationalize such an approach, we propose a typology of smallholder livelihood strategies that can track transitions over time and illustrate its use with an IFAD funded agricultural value chain project in Malawi. Using econometric methods and available household panel data, we find that the project helped some smallholders transition out of subsistence farming to market farming with a corresponding increase in their per capita incomes. The project also helped some households transition to, or remain with, an off-farm income diversification strategy with favorable per capita income outcomes. This may reflect new opportunities that arose as spillover benefits from the project along local agricultural value chains and within the rural nonfarm economy more broadly. We conclude with some lessons for the design, monitoring and evaluation of future agricultural projects.

Projecting into the future, the gap between the children of Africa and those of the developed world is increasing. The children of Africa are being left behind. Millions continue to be deprived. Many of these children are in rural areas. Their parents are the African small-scale farmers. It is estimated that more than 70 % of Africa's poor are found in rural areas. They depend mostly on low technology agricultural activities to sustain their livelihoods. Given this observation, and at the rate things are going, Africans are nowhere near realizing many of their critical socio-economic development indicators or goals. Despite impressive figures in Gross Domestic Product (GDP) growth rates in recent years, the reality on the ground is that African poverty is getting out of hand. The majority of the continents' young are likely to be even poorer that their parents. This is the grim reality of the rural and urban poor alike. However, it is the rural poor that hold the key to turning around the disturbing poverty trends. This is because rural folks have the resources to do so. The main hurdle is how to help them to help themselves in turning their resource into the power they need to transform lives in the African continent. Their greatest resource is in land and farming. It is in producing agricultural commodities, food. That Africa is a continent with the best future in the new world order is without any doubt. Africa has the greatest potential to transform not only in mining, energy, industrial development and information communication technology but in agriculture and agro-based industries as well. It is one of the greatest mysteries why a continent so rich in fertile land and water resources should be a net food importer, wallowing in poverty and despair. The African rural poor are isolated and lack information! This book is inspired by these disturbing observations. It is aimed at bringing a new perspective to the acclaimed and much talked about African Agricultural Transformation Agenda. It hinges on organization and mobilization as a vehicle to transform rural livelihoods in the continent. 'For this to happen, Africa needs true champions that will take a leading role in the African Agricultural Transformation Agenda.'

In the six countries under review in the NENA region (Egypt, Lebanon, Morocco, Mauritania, Sudan and Tunisia), agriculture is carried out primarily by small-scale family farmers, the majority of whom run the risk of falling into the poverty trap, largely due to the continuous fragmentation of inherited landholdings. As such, the development of small-scale family farming can no longer be based solely on intensifying agriculture, as the farmers are not able to produce sufficient marketable surplus due to the limited size of their landholdings. An approach based strictly on agricultural activity is also insufficient (as small-scale family farms have already diversified their livelihoods with off-farm activities). In fact, developing small-scale farming cannot be achieved by focusing strictly on t he dimension of production.

Book excerpt: The rural reforms in many post-soviet countries produced a number of unintended consequences. The reforms were guided by ideals of romanticized society of family farmers; they were to be the basis of the rural middle-class, together with owners of non-agricultural SME’s, acting as guardians of democracy and common good. The guidelines were set by advisers from World Bank and IMF, who preferred family farms or individual farms over the collective enterprises. In most countries the result was nothing like those envisaged by reformers. Instead of efficient and productive family farms, the result was almost complete de-capitalization of agriculture and collapse of production. The reform was destructive not only as far as production is concerned, but more importantly to rural communities. Social ties, which were based on the collective farm as the main economic and social resource for local community, were eroded. Only from the turn of this decade some early stages have been visible of new developments in economic and social life in post-socialist rural areas. The result is that now, more than fifteen years since the beginning of agricultural reforms, the key agricultural producers in Russia, Baltic countries and elsewhere are very large capitalist farms or large agricultural holding companies. This anthology is based on the presentations given at the 5th Aleksanteri Conference 10 – 11 November 2005 in Helsinki, Finland, and it is devoted to the analysis of some of these issues. The volume is divided into two parts, in the first part the focus is on the patterns and problems of transformation of post-socialist agriculture and agricultural policies while the second part is focuses mainly on efforts to revitalize rural communities and issues of local development.
