It builds on research summarized in a recent Lincoln Institute working paper, The Potential of Parcel-Based GIS in Community Development and Urban Land Management (Chandler et al. 2006), which was presented to a group of community data systems experts in June 2006. At that meeting, attendees expressed the need for case studies to illustrate the value of integrated parcel data systems for the practice of community development. This report represents a first step toward cataloguing the most promising applications of these land information systems.

The first wave of change, e-government, enlisted the Internet to improve management and the delivery of services. More recently, e-democracy has aimed to enhance democracy itself using digital information and communication technology. One notable example of e-democratic practice is the government-sponsored (or government-authorized) online forum for public input on policymaking. This book investigates these online consultations and their effect on democratic practice in the United States and Europe, examining the potential of Internet-enabled policy forums to enrich democratic citizenship. The book first situates the online consultation phenomenon in a conceptual framework that takes into account the contemporary media environment and the flow of political communication; then offers a multifaceted look at the experience of online consultation participants in the United States, the United Kingdom, and France; and finally explores the legal architecture of U.S. and E. U. online consultation. As the contributors make clear, online consultations are not simply dialogues between citizens and government but constitute networked communications involving citizens, government, technicians, civil society organizations, and the media. The topics examined are especially relevant today, in light of the Obama administration's innovations in online citizen involvement.

Book excerpt: In the 1990s the World Bank changed its policy to take the position that the problems of poverty and governance are inextricably linked, and improving the governance of its borrower countries became increasingly accepted as a legitimate and important part of the World Bank’s development activities. This book examines why the World Bank came to see good governance as important and evaluate what the World Bank is doing to improve the governance of its borrower countries. David Williams examines changing World Bank policy since the late 1970s to show how a concern with good governance grew out of the problems the World Bank was experiencing with structural adjustment lending, particularly in Sub-Saharan Africa. The book provides an account of the early years of the World Bank and traces the increasing acceptance of the idea of good governance within the Bank through the 1990s, while systematically relating the policies of good governance to liberalism. The author provides a detailed case study of World Bank lending to Ghana to demonstrate what the attempt to improve ‘governance’ looks like in practice. Williams assesses whether the World Bank has been successful in its attempts to improve governance, and draws out some of the implications of the argument for how we should think about sovereignty, for how we should understand the connections between liberalism and international politics. This book will be of interest to students and scholars of international relations, politics, economics, development and African studies.

Book excerpt: The accelerated development of electronic land information systems in our cities creates opportunities for important improvements in land management and community development. However, "decision support tools" are needed to assure that new data are effectively acted on. These tools transform raw data into accessible information displays designed to inform specific actions by private, nonprofit and government actors, and may range from simple web tables to more complex analytic processes. This paper reviews early experiences in developing such tools in five cities (as part of a Brookings Urban Markets Initiative pilot project) and concludes that they have great promise. The choice of tools will depend on local market conditions, but in all areas, they can help in: (1) assessing trends and need for intervention; (2) deciding on the appropriate interventions for individual properties; and (3) program monitoring and coordination. Ideas are offered as to how local leaders can create an environment conducive to capitalizing on the potential of these tools and avoiding risks that could hinder their effective use -- Abstract (p.1).

Book excerpt: Most of Indonesian population live in rural areas, and the majority of poor people also live in rural areas, namely 13.47% in rural and 7.26 in urban. In the past decades, rural communities as well as the ecology have changed fundamentally. Many factors contribute to this transformation: development programs from the government as well as from private and NGOs; the diffusion of information technology; the development of transportation facilities; the rise of education and health levels, interaction with "outsiders", and so on. A main driving factor for rural development has been agrarian liberalization. This can be seen in the development of transnational plantations, which trigger land grab and rise of land demand. Development trough liberalization also had a negative impact, since the development of modern and industrialized agriculture affected the environment, and the expansion of plantations caused changes in the agricultural systems of villages and the life orientation of local communities. Interventions in villages by private companies, intermediary institutions no doubt have brought a structural transformations in rural live: local institutions, livelihood systems, population structures, ecosystems, and relation to the land. Unfortunately, the social, economic, cultural, and ecological transformation of the rural community not always produces improvement of quality of life for the rural community. At the same time, information and data related to rural transformations are scarcely available at research institutions, universities, NGOs, private enterprises. Rural Socio-Economic Transformation: Agrarian, Ecology, Communication and Community, Development Perspectives discusses many aspects of the social, economic, cultural, and ecological transformation of rural life in Indonesia, and is of interest to academics and policy makers interested or involved in these areas.
