Uganda's agricultural sector is dominated by smallholders with low levels of productivity. The agriculture sector is highly exposed to co-variant risks, which include weather, biological, infrastructure (post-harvest loss), price, and market risks. This plethora of risks suppresses appetite for investment in the sector. Despite the sector's contribution to the economy, farmers' access to finance remains a major constraint. Recognizing agriculture finance's critical role in the agricultural transformation agenda, the government of Uganda (GoU) is supporting several initiatives to unlock agricultural finance. To manage the financial impacts of production shocks, the GoU seeks to use agricultural insurance to derisk rural lending and expand access to rural credit for smallholders. In partnership with private insurance companies, the GoU launched the Uganda Agriculture Insurance Scheme (UAIS) as a five-year pilot in July 2016. The objectives of the scheme are to ensure that Ugandan farmers are protected against the effects of agriculture risks, especially production risks; to increase farmers' access to credit; and to make crops, livestock, and aquaculture insurance affordable to smallholder producers. The UAIS offers a range of crop, livestock, poultry, and aquaculture insurance coverage to Ugandan farmers, and is promoted by the GoU through the provision of premium subsidies. The objective of the review is to provide recommendations for enhancing the scalability and sustainability of the GoU's approach to promoting agriculture insurance in Uganda.

Book excerpt: Uganda experienced annual economic growth of 5.8 percent between 2009 and 2019 (UBOS 2020). While restrictive COVID-19 policy measures in 2020 and 2021 caused a slowdown in the economy, the country has largely been spared the adverse effects of the global commodity market disruptions arising from the Russia-Ukraine war that started in 2022 and from the 2023 global recession (Arndt et al. 2023; Diao and Thurlow 2023). Uganda’s GDP growth is projected to reach 5.5 percent in 2023 and 6.1 percent in 2024 (World Bank 2023), suggesting that the economy is resuming its pre-pandemic growth trajectory. Agriculture remains an important sector, accounting for one-quarter of GDP and two-thirds of Uganda’s jobs. The agriculture sector also performed well in the 2009 to 2019 period, growing at 5.0 percent annually (UBOS 2020). Thanks to a positive terms of trade shock and an established trade surplus in agrifood products, this sector played an important role in weathering the 2022 and 2023 global commodity market shocks (Diao and Thurlow 2023). In this brief, we examine Uganda’s economic growth and transformation trajectory, both historically and going forward. Rather than focusing on the role of primary agriculture, we examine how the country’s broader agrifood system (AFS) is contributing to that transformation process.

Book excerpt: Building on the previous work by the Food and Agriculture Organization of the United Nations (FAO) supporting the identification of priority agricultural sectors and possible locations with high agricultural transformation potential in Uganda, this technical study provides more granular information from Ugandan farmers and district agriculture officers on which investments are needed the most to increase productivity. It identifies and ranks the areas for investments in terms of seeds/breeds, fertilizers/veterinary drugs, mechanization, irrigation, extension, research and development (R&D), roads and electrification for five commodity-district pairs (millet in Soroti, maize in Serere, cassava in Lira, goats in Kibaale and coffee in Masaka). The study found that improved seeds/breeds, extension and fertilizers were identified as critical investments across the board. Specifically, a lack of access to improved seeds/breeds, inadequate extension services and suboptimal use of fertilizer (owing to costs, lack of information, or fertilizer quality) were perceived as major constraints. Other important findings highlight a low level of mechanization throughout the value chains, poor R&D and extension linkages, and the high cost of irrigation. On other hand, access to roads and electrification were not considered as major areas needing investment. The study concludes with nine key recommendations for improving commodity-specific investments in selected locations.

And the adoption of intensive dairy production systems in Kenya and Uganda are providing significant amounts of manure and positively impacting yields of maize and banana.
