Book excerpt: While the US-Japan alliance has strengthened since the end of the Cold War, Japan has, almost unnoticed, been building security ties with other partners, in the process reducing the centrality of the US in Japan’s security. This book explains why this is happening. Japan pursued security isolationism during the Cold War, but the US was the exception. Japan hosted US bases and held joint military exercises even while shunning contacts with other militaries. Japan also made an exception to its weapons export ban to allow exports to the US. Yet, since the end of the Cold War, Japan’s security has undergone a quiet transformation, moving away from a singular focus on the US as its sole security partner. Tokyo has begun diversifying its security ties. This book traces and explains this diversification. The country has initiated security dialogues with Asian neighbors, assumed a leadership role in promoting regional multilateral security cooperation, and begun building bilateral security ties with a range of partners, from Australia and India to the European Union. Book excerpt: The U.S.-ROK alliance has been a vital element for South Korea's security since the end of the Korean War. By successfully serving its primary role in deterring a North Korean reinvasion of the South, the U.S. Forces in Korea (USFK) was the core within the alliance. Since the September 11, 2001 terrorist attacks on the United States, it began to transform the structure of U.S. forces overseas under the Military Transformation plan. In this context, the USFK is undergoing an unprecedented transformation process. With the United States and South Korea's recent agreement on the strategic flexibility of USFK, it became obvious that the primary role of the USFK will be changed from North Korean deterrence to a regional contingency force. This thesis assesses the implications of the U.S. strategic flexibility policy for South Korean security. It discusses how the U.S. strategic flexibility will influence the security circumstances surrounding the Korean peninsula and how it could change the U.S.-ROK alliance. The U.S.-Japan alliance transformation and the realignment of USFJ is assessed as a case study. Finally, based on the four criteria which are determined as the essential elements in South Korean security, South Korea's policy options toward the U.S. strategic flexibility policy are assessed.

Book excerpt: On October 29, 2005, the U.S. Secretaries of State and Defense and the Japanese Ministers of State for Defense and Foreign Affairs (collectively known as the Security Consultative Committee, SCC) signed the Security Consultative Committee Document, U.S.-Japan Alliance: Transformation and Realignment for the Future. Unofficially known as the ATARA Report, this document details the roles, missions, and capabilities that both countries have agreed must be improved to strengthen their partnership. Most significantly, it outlines the strategic foundations for the alliance and provides operational-level guidance to further the partnership in support of the National Security Strategy and the four priority areas outlined in the 2006 Quadrennial Defense Review. Following the success of the report, the SCC presented a more detailed roadmap of alliance transformation on May 1, 2006, which reflected several months of consultations at the working level between the Office of the Secretary of Defense, U.S. Forces, Japan, U.S. Pacific Command (USPACOM), and U.S. Department of State and their Japanese counterparts. This roadmap contained detailed implementation plans to achieve the goals set out in the ATARA Report.
