Meanwhile, the Mozambican rural landscape is one dominated by smallholders whose livelihoods depend on both farming and non-farming activities, and who are often extremely vulnerable to shocks and pressure over resources. The emergence of new civil society organizations has led to clashes with in the interests of local political, administrative and economic powers, creating fresh social conflicts. Transformations of the Rural Spaces in Mozambique examines the process of transformation across a range of settings; from the impacts of large-scale industries and the transformation of agriculture, to relations between state and non-state actors and issues related to land.

Against such a backdrop, this book seeks to unveil a set of dynamics that view rural areas as ‘translocal’ in the sense that they are ‘changing’ and ‘interconnected’. Social transformations take place in rural areas as the result of intense exchanges between different people, settings and geographies. Accordingly, rural-urban but also rural-rural interrelations on international and national scales are strongly contributing to rural change. Translocal ruralism is exemplified through the analysis of local and global migratory flows, the activities of rural firms in national and global arenas, the spread of different forms of transportation and dislocation, and the growing information society, which enables rural spaces to be connected to the world and improves new ways of interconnection and sociability practices. The book is structured into two parts, which intertwine the dynamics of rural spaces. The first part, ‘Linking nodes: people and networks connecting places’, is concerned with mobilities such as migration and commuting, and the establishment of national and global networks. The second part, ‘International mobilities: a tension between scales’, analyses the dynamics of international migration and mobilities in rural areas.

Book excerpt: The U.S. Department of Agriculture Economic Research Service (USDA/ERS) maintains four highly related but distinct geographic classification systems to designate areas by the degree to which they are rural. The original urban-rural code scheme was developed by the ERS in the 1970s. Rural America today is very different from the rural America of 1970 described in the first rural classification report. At that time migration to cities and poverty among the people left behind was a central concern. The more rural a residence, the more likely a person was to live in poverty, and this relationship held true regardless of age or race. Since the 1970s the interstate highway system was completed and broadband was developed. Services have become more consolidated into larger centers. Some of the traditional rural industries, farming and mining, have prospered, and there has been rural amenity-based in-migration. Many major structural and economic changes have occurred during this period. These factors have resulted in a quite different rural economy and society since 1970. In April 2015, the Committee on National Statistics convened a workshop to explore the data, estimation, and policy issues for rationalizing the multiple classifications of rural areas currently in use by the Economic Research Service (ERS). Participants aimed to help ERS make decisions regarding the generation of a county rural-urban scale for public use, taking into consideration the changed social and economic environment. This report summarizes the presentations and discussions from the workshop.

Book excerpt: The rural reforms in many post-soviet countries produced a number of unintended consequences. The reforms were guided by ideals of romanticized society of family farmers; they were to be the basis of the rural middle-class, together with owners of non-agricultural SME’s, acting as guardians of democracy and common good. The guidelines were set by advisers from World Bank and IMF, who preferred family farms or individual farms over the collective enterprises. In most countries the result was nothing like those envisaged by reformers. Instead of efficient and productive family farms, the result was almost complete de-capitalization of agriculture and collapse of production. The reform was destructive not only as far as production is concerned, but more importantly to rural communities. Social ties, which were based on the collective farm as the main economic and social resource for local community, were eroded. Only from the turn of this decade some early stages have been visible of new developments in economic and social life in post-socialist rural areas. The result is that now, more than fifteen years since the beginning of agricultural reforms, the key agricultural producers in Russia, Baltic countries and elsewhere are very large capitalist farms or large agricultural holding companies. This anthology is based on the presentations given at the 5th Aleksanteri Conference 10 – 11 November 2005 in Helsinki, Finland, and it is devoted to the analysis of some of these issues. The volume is divided into two parts, in the first part the focus is on the patterns and problems of transformation of post-socialist agriculture and agricultural policies while the second part is focuses mainly on efforts to revitalize rural communities and issues of local development.

How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? First, the authors introduce the economic theory of agri-food value chains and value chain governance, focusing on domestic and regional trade in (and consumption of) food crops in a low-income country context. In addition to mainstream and heterodox thinking about value chain development, the book pays attention to political economy considerations. The book also reviews the empirical evidence on value chain development and performance in Africa. It adopts multiple lenses to examine agricultural value chains, zooming out from the micro level (e.g., relational contracting in a context of market imperfections) to the meso level (e.g., distributional implications of various value chain interventions, inclusion of specific social groups) and the macro level (underlying income, population and urbanization trends, volumes and prices, etc.).Furthermore, this book places value chain development in the context of a process the authors refer to as structural transformation 2.0, which refers to a process where production factors (labor, land and capital) move from low-productivity agriculture to high-productivity agriculture. Finally, throughout the book the authors interpret the evidence in light of three important debates: (i) how competitive are rural factor and product markets, and what does this imply for distribution and innovation? (ii) what role do foreign investment and factor proportions play in the development of agri-food value chains in Africa? (iii) what complementary government policies can help facilitate a process of agricultural value chain transformation, towards high-productive activities and enhancing the capacity of value chains to generate employment opportunities and food security for a growing population.
