Johnson points out that the need to educate minorities about HIV is compounded by poverty. The Commission feels the AIDS epidemic is not being recognized as an emergency so progress has been slow. In addition, the Commission states that comprehensive health education will reduce housing needs as it prevents new HIV infections. It is also noted that it is important to teach what does not spread HIV to reduce stigma and discrimination.
