Book excerpt: The Science of Responding to a Nuclear Reactor Accident summarizes the presentations and discussions of the May 2014 Gilbert W. Beebe Symposium titled "The Science and Response to a Nuclear Reactor Accident". The symposium, dedicated in honor of the distinguished National Cancer Institute radiation epidemiologist who died in 2003, was co-hosted by the Nuclear and Radiation Studies Board of the National Academy of Sciences and the National Cancer Institute. The symposium topic was prompted by the March 2011 accident at the Fukushima Daiichi nuclear power plant that was initiated by the 9.0-magnitude earthquake and tsunami off the northeast coast of Japan. This was the fourth major nuclear accident that has occurred since the beginning of the nuclear age some 60 years ago. The 1957 Windscale accident in the United Kingdom caused by a fire in the reactor, the 1979 Three Mile Island accident in the United States caused by mechanical and human errors, and the 1986 Chernobyl accident in the former Soviet Union caused by a series of human errors during the conduct of a reactor experiment are the other three major accidents. The rarity of nuclear accidents and the limited amount of existing experiences that have been assembled over the decades heightens the importance of learning from the past. This year's symposium promoted discussions among federal, state, academic, research institute, and news media representatives on current scientific knowledge and response plans for nuclear reactor accidents. The Beebe symposium explored how experiences from past nuclear plant accidents can be used to mitigate the consequences of future accidents, if they occur. The Science of Responding to a Nuclear Reactor Accident addresses off-site emergency response and long-term management of the accident consequences; estimating radiation exposures of affected populations; health effects and population monitoring; other radiological consequences; and communication among plant officials, government officials, and the public and the role of the media.

Book excerpt: Debate about the adequacy of civil liability and compensation arrangements for nuclear reactor accidents increased markedly after the 1986 Chernobyl accident. The subsequent development of international nuclear liability and compensation conventions has sought to address the principal deficiencies by establishing higher liability amounts and broadening the range of compensable nuclear damage, whilst leaving much of the original 1960's nuclear liability and compensation architecture unchanged. Even with these proposed increases in operator liability and compensation amounts, it remains the case that not all the potential costs of a large nuclear accident will be covered. Moreover, many countries and nuclear power plants remain outside of the regime established by the international conventions, leaving a significant gap in the coverage of accidents having transboundary consequences. The revisions of the nuclear liability and compensation conventions have also highlighted an additional problem in that the nuclear insurance industry seems unable to cover the full range and extent of the newly expanded third party liability of nuclear operators as required, thereby complicating the ratification and entry into force of the revised instruments. Under these circumstances, governments might be tempted to continue to limit the liability of nuclear operators and rely on the provision of additional compensation from public funds in the event of a reactor accident. However relatively low levels of operator liability and compensation amounts which are markedly less than the possible damage caused by a serious nuclear reactor accident, mean that risks associated with nuclear power are borne by the general public and that the generation of nuclear electricity is effectively subsidised. Rather than seeking new financial guarantees through government intervention, it is argued in this paper that a better way forward would require that nuclear operators cover the insurance gaps through their own resources. International pooling of operators' funds has been suggested as one such solution. The principal advantage of an operator pooling system is that large sums of private money, as opposed to public funds, can be made readily available to compensate victims of a nuclear accident. There are other potential advantages for the operator, including that this option could be a cost-effective supplement and alternative to other forms of financial security, provided pooling can be organised appropriately. This paper also considers whether such pooling might offer additional benefits, particularly in the European context, for example by realising greater harmonisation in liability and compensation arrangements, addressing the current and evolving structure of the electricity market, and by strengthening nuclear safety.

The response to NREs requires a competent decision-making structure, clear communication and effective information exchange. National veterinary services have the responsibility to plan, design and manage animal production system in their countries. These activities cover animal health, animal movement control, production control and improvement, and control of the products of animal origin before their placement on the market. Release of radionuclides after NREs can cause substantial contamination in the animal production systems. Critical responsibility of veterinary authorities is therefore to prevent such contamination, establish early response mechanisms to mitigate the consequences and prevent placement of contaminated products of animal origin on the market for human consumption. This work summarizes the critical technical points for effective management of NREs for national veterinary services.
