Why did the EU, the US, and Canada embark on assisting the elections in the PT, and what factors influenced their electoral assistance? What lessons can be learned for other countries approaching elections after a long period of conflict? This book answers these questions and charts the process of electoral assistance with an in-depth analysis of each transatlantic actor's electoral assistance in the PT. It shows that, despite the many institutional and operational differences between the EU, the US, and Canada, the three actors do share common interests and influencing factors which often unify their response. The book also reveals the limitations facing electoral assistance and the implications of this on the sustainability, clarity, consistency, and responsiveness of the policy. In this systematic, comparative analysis of European, American and Canadian efforts to assist elections and transform governance in conflict zones Rouba Al-Fattal greatly advances the empirical knowledge of electoral assistance and provides the first steps needed to reform electoral assistance policy to cope with the challenges of the twenty-first century.

The nuances in the understandings of democracy on the part of the EU and the US lead to their promotion of models of democratic governance that are often quite divergent and, in some respects, clashing. This book examines the sources of this divergence and by focusing on the role of the actors’ "democratic identity" it aims to explain the observation that both actors use divergent strategies and instruments to foster democratic governance in third countries. If so, why is there a transatlantic divide over the promotion of democracy? While the US applies a bottom-up strategy in this respect, the European Union pursues a top-down approach. While there is consensus as to the desirability of the external promotion of democracy, disagreement persists as to what kinds of strategies work more effectively. This book suggests that differences between the US and Europe in terms of the promotion of democracy derive from different historical backgrounds, experiences with political modernisation and, hence, historically embedded conceptions of democracy. Democracy promoters choose instruments that advance their vision of an ideal transition and that are congruent with their respective understandings of democracy. This book's analysis of media debates in four Western democracies reveals different understandings with regard to the key aspects of democracy across the Atlantic and contributes to research on the transatlantic divide in this regard.

Book excerpt: EU external democracy promotion has traditionally been based on ‘linkage’, i.e. bottom-up support for democratic forces in third countries, and ‘leverage’, i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future.
