A trade deal between the two economic powers has become an increasingly popular notion, particularly given increased competition from China. Old arguments against a transatlantic deal have become weaker as the balance of the world's economies has changed. Such an agreement would generate significant gains if designed properly and would encourage global trade liberalisation. It is time for the EU and US to press ahead with a free trade agreement. The EU and US also need to find a way outside of the WTO system to use their economic power as leverage in their dealings with emerging economies. An ambitious free trade agreement can, therefore, achieve more than the benefits of reducing barriers.

The Transatlantic Trade and Investment Partnership (T-TIP) is a potential reciprocal free trade agreement (FTA) that the United States and the European Union (EU) are negotiating with each other. The United States and EU seek to enhance market access and trade disciplines by addressing remaining transatlantic barriers to trade and investment in goods, services, and agriculture by negotiating a comprehensive and high-standard T-TIP through reducing and eliminating tariffs between the United States and EU; further opening services and government procurement markets; enhancing cooperation, convergence, and transparency in regulations and standards-setting processes; and strengthening and developing new rules in areas such as intellectual property rights (IPR), investment, digital trade, trade facilitation, labor and the environment, localisation barriers, and state-owned enterprises (SOEs). This book provides context for the T-TIP negotiations; analysis of possible trade and investment issues in the negotiations; and discussion of issues for Congress. The U.S.-EU negotiations on T-TIP are not public. The information and analysis in this report on issues in the negotiations are based on publicly available information.

Because it is crucial to broaden the debate on this topic of global importance, the Berlin Forum on Global Politics decided to send out an international call for papers in order to collect a strong plurality of views on TAFTA | TTIP as part of the Collaboratory's Initiative on "Globalization and the Internet". The result is an open knowledge publication, freely accessible under its Creative Commons (BY) license, which includes 22 articles written by a multitude of well-informed global stakeholders, members of civil society, academia, think tanks, consumer and activist groups, and business organizations.

Book excerpt: The rise of cross-regional trade agreements is a defining trend of the current international trade system as shown by the signing of the Trans-Pacific Partnership (TPP) in 2015, the negotiations for the Transatlantic Trade and Investment Partnership (TTIP) between the USA and the EU as well as the Regional Comprehensive Economic Partnership (RCEP) between countries in Asia and Oceania. These differ from previous agreements in their economic significance and large geographic scale, and the wide scope of trade-related issues. The current rise of nationalist and isolationist ideologies across Europe and the USA has raised questions on the future of cross-regional trade deals and made the need to understand their implications for economic and political governance ever more urgent. Two main forms of governance that are central to this volume are the democratic tensions over new generation trade deals on the one hand, and their geopolitical ramifications on the other, which have come into collision to herald the advent of a highly uncertain period of world politics. Furthermore, restrictions for commercial services shall also be reduced, security of investment and the competitive equality shall be improved, and not least the access to public contracts shall be simplified at all levels of government. Therefore, the TTIP is a unique joint project which can obtain considerable growth and em-ployment effects (Bundesministerium für Wirtschaft und Umwelt 2015). However, there is a lot of criticism and concerns regarding foreign trade between the European Union and the United States, but there are a lot of advantages for both countries as well. Some of the topics are highly controversial mainly due to differing standards and norms of both partners (Beck & Ohr 2014).

In this paper, we focus on the sources of such backlash and analyze opinions on free trade and the specific agreement. Not accounting for the fact that these preferences are correlated could lead to biased conclusions about their determinants. To remediate this, we construct a set of bivariate probit models and calculate joint probabilities for the different types of preference configurations. We validate that support for free trade and support for the TTIP have similar, but not identical foundations. Inconsistent preferences are rooted in individual values, EU attitudes, and political cues, as well as treaty partner heuristics. Our innovative empirical approach offers an improved understanding of trade attitudes within EU's multilevel context.

Many people believe that they might be the losers of the biggest trade agreement that has ever been negotiated. This paper wants to give a neutral view about trade agreements and TTIP. The goal is to describe what effects are to be expected from TTIP by looking at the example of the elimination of customs duties. It will analyse their expected effects on an economy. This will be done by looking at existing literature, and by using basic economic principles to calculate the effect on demand, supply and economic welfare.The first part of the paper will give an introduction into trade agreements and the basic principles of trade agreements will be defined. Furthermore, their macroeconomic effects will be described using theoretical principles available in literature. To finalize the first part, the paper will explain what economists expect to gain from free trade and why international trade is considered positive for the global economy and the welfare of nations. The second part will introduce TTIP and give details about its contents. First, a brief overview, some historic facts and the current state of the negotiations will give an introduction into the subject. Then, the paper will describe the different topics and chapters in more detail. Hereby the paper is referring to the contents as they are proposed by the European Union. The third part of the paper looks at market access under TTIP. The aim of this TTIP chapter is to eliminate customs duties and provide rules to simplify market access in both regions. The details of this chapter will be described and an emphasis is given on the reduction and elimination of customs duties. To finalize the third part, the expectations from the market access chapter will be described.The fourth part will examine the expectations from a theoretical point of view. By looking at how supply and demand will be effected by tariffs, the paper shows the outcomes for the consumers and the producers and calculates how eliminating the tariffs will increase welfare in both regions. A critical look at the underlying assumptions will finalise this chapter.Following the discussion, the real live example of the trade agreement between the US and Canada and NAFTA (trade deal between the US, Mexico and Canada) will be reviewed. The paper will describe the economic consequences of the trade agreement to provide a real-world example of a trade agreement. This is done by looking at existing literature and studies that were done following the introduction of those two trade agreements.A conclusion will finalise this paper. The key points of this paper will be summarized, and the author will give his personal viewpoint on this matter.
