It is needless to recapitulate them you have the list before you in the Transactions, and you can very readily see for yourselves how difficult it must be to fill the place of the least of them. You will, however, allow me to say a word or two with reference to my immediate predecessor, Mr Russell. I served with him for four years on the Council, and had the closest possible association with him in the work of the Institution. I could not but be struck with admiration at the minute knowledge he possessed of the history of this Society. It has grown up with him, and he has never ceased to take the liveliest self-sacrificing interest in its welfare. N 0 one knows more of the Institution than Mr Russell, and no one, certainly, has the promotion of its interests more closely at heart. With these qualities, it is not surprising that our period of greatest expansion is coincident with that of his tenure of the chair. I can never sufficiently acknowledge my personal indebtedness to him for the wise counsel he gave without stint, for the good example he set of diligence and urbanity in conducting business, and for the inspiration of his inextinguishable zeal. We may, I think, congratulate ourselves on the increase in the membership of the Institution as detailed in the Report of the Council, which has just been presented to you. It is not a sensational increase, but it shows a satisfactory response to the efi'orts the Council has been making to render this Society as representative as possible of the engineering profession in Scotland. Book excerpt: Excerpt from Transactions of the Institution of Engineers and Shipbuilders in Scotland, Vol. 51: Fifty-First Session, 1907-1908 Professor archibald barr, d.sc., (member) said he had been asked to propose a formal vote of thanks to their new President for the most interesting and eloquent address to which they had just listened. Mr Ward was a shipbuilder and an engineer, and, therefore, he was peculiarly fitted to speak to all of them, and the story of the development of steam engineering, more especially during the past fifty years, which he had related could not have been told in a more fascinating manner than in the address they had heard that evening. The story was one which had many lessons, and Mr Ward had indicated some of these. One was rather apt sometimes to think that men who were of a particularly inventive turn of mind were likely to go astray or be led away by their own inventions. Mr Ward had quoted from the prophet Daniel many shall run to and fro and knowledge shall be increased. A later philosopher quoted these words and added to them, Surely the plain rule is, let every considerate man have his way and see what it will lead to, for not this man nor that man, but all men make up mankind, and their united tasks the tasks of mankind. If indeed they all persevered on their own lines there was no doubt that it would be found that there were fish in the sea as good as ever came out of it. The age of invention was not past. He was sure that they were delighted to have heard Mr Ward's eloquent address, and to the younger members especially, he thought it would be a great encouragement as showing them what progress had been made in the recent past, and what was expected of them in carrying forward such progress in the future. But, although my own recollections go back for a generation, I cannot hope that they would enlist your sympathies as did those traditions of the elders when they were delivered to you from the very lips of the elders themselves; and a summary of the engineering works of the year is apt to savour strongly of extracts from the technical journals. The temptation to take up a particular subject on which one fancies he can say something is almost irresistible, but I am not clear that it is quite fair so to invade the territory of the Members who contribute papers at our regular meetings, especially as the President's lucubration is, by courtesy, exempt from discussion, and his statements or Opinions might pass unquestioned, and be so recorded, when criticism might have exposed weakness or fallacies. You have all something useful to say, drawn from personal experience in the ever-changing conditions of daily practice, and I should like to repeat what has been urged by some of my predecessors, that a lengthy or exhaustive paper is not always necessary; a short one will often lead to an interesting and instructive discussion. The function of discussion in the elucidation of scientific truth is not perhaps fully appreciated. I am inclined to think that its value is largely overlaid and concealed in the usurpation of its province by technical and scientific journals with their anony mously authoritative treatment of every conceivable subject in such abundance that, the appetite, jaded and atrophied by a perpetual satiety, loses all zest. We are constantly in the throes of a laboured digestion of incongruous and inchoate material. The correction lies in a return to the simpler and more direct methods of verbal discussion, in which each disputant presents the results of his own study and experience, and tests the accuracy and completeness of his observation, and the fairness of his deductions.
