The transaction procedures reflect formal rules, but they are also normalized through conventions and professional codes of conduct. This complex of technical, legal and economic issues was investigated from the point of view of transaction economics through an ESF-COST supported Action G9 ‘Modeling Real Property Transactions’. The research was performed between 2001 and 2005 by researchers mainly from university departments related to land surveying, real estate management, geo-information sciences and knowledge engineering. This book represents the final outcome of that study. A modeling approach was elaborated and tested on a number of countries (especially Sweden and Slovenia, for which the models are shown in this book in the Unified Modeling Language (UML)). The modeling approach leads to transparency and allows comparison. Nevertheless, the influence of the national and social contexts, and the different perspectives that can be taken, prevent a simple ranking of the studied procedures. For those planning or comparing transaction procedures or parts thereof, the book supplies a tested approach and methodology. But the book eventually warns of simplification in this field full of complex national institutional arrangements.

Book excerpt: The North Britons are the least-known among the inhabitants of early medieval Scotland. Like the Picts and Vikings they played an important role in the shaping of Scottish history during the first millennium AD but their part is often neglected or ignored. This book aims to redress the balance by tracing the history of this native Celtic people through the troubled centuries from the departure of the Romans to the arrival of the Normans. The fortunes of Strathclyde, the last-surviving kingdom of the North Britons, are studied from its emergence at Dumbarton in the fifth century to its eventual demise in the eleventh. Other kingdoms, such as the Edinburgh-based realm of Gododdin and the mysterious Rheged, are examined alongside fragments of heroic poetry celebrating the valour of their warriors. Behind the recurrent themes of warfare and political rivalry runs a parallel thread dealing with the growth of Christianity and the influence of the Church in the affairs of kings. Important ecclesiastical figures such as Ninian of Whithorn and Kentigern of Glasgow are discussed, partly in the hope of unearthing their true identities among a tangled web of sources. The closing chapters of the book look at how and why the North Britons lost their distinct identity to join their old enemies the Picts as one of Scotland's vanished nations.

Book excerpt: The notebooks of bishops of Carlisle reveal a wealth of detail concerning clerical life at the time. The volume presents three nineteenth-century manuscripts originally created for the use of bishops of Carlisle: Walter Fletcher's "Diocesan Book", written between 1814 and 1845, and Bishop Hugh Percy's two parish notebooks, compiled between 1828 and 1855. Based on visitations, and on articles of enquiry now lost, they add to a growing body of knowledge relating to the condition of the Church in the first half of the nineteenth century, providing a unique record of livings in the Carlisle diocese prior to its expansion in 1856. In particular, they illuminate the concerns of two significant clerical figures. In 1814 the newly installed chancellor, Walter Fletcher, set about recordinghis primary visitation, updating his notes frequently until the year before his death in 1846. In 1828 the newly consecrated bishop, Hugh Percy, created his own diocesan record, utilising Fletcher's material while adding matter of his own. The popularity of Anglican ritualism since the advent of Tractarianism has made it commonplace for the Georgian Church to be viewed with a certain amount of disdain. The notebooks allow us a more objective view ofthe period. Fletcher's notes on the 130 churches he visited are particularly valuable in presenting a diligent, hard-working clergyman, loyal to the Tory high-church traditions into which he had been born, with a vision for the diocese which, above all, was one of orderliness and obedience to canon law. Information was collected through visits to public and private organizations undertaking archaeological work. Planning Policy Guidance Note 16: Archaeology and Planning (known as PPG16), published in 1990, saw the formal integration of archaeological considerations with the UK town and country planning system that, and set out processes for informed decision-making and the implementation of post-determination mitigation strategies, defined a formative era in archaeological practice and established principles that underpin today’s planning policy framework. The scale of activity represented – more 1000 excavations per year for most of the PPG16 Era – is more than double the level of work undertaken at peak periods during the previous three decades. This comprehensive review of the project presents a wealth of data. A series of case studies examines the illustrate different types of development project, revealing many ways in which projects develop, how archaeology is integrated with planning and execution, and the range of outputs documenting the process, and identified a series of ten important lessons that can be learned from these investigations. Looking into the post-PPG16 Era, the volume considers anticipated developments in the changing worlds of planning, property development, and archaeological practice and proposes the monitoring of archaeological investigations in England using a two-pronged approach that involves self-reporting and periodic strategic overviews.

Taken together, the two volumes of A Philosopher at War examine the political thought of the philosopher and archaeologist, R.G. Collingwood, against the background of the First and Second World Wars. Collingwood served in Admiralty Intelligence during the First World War and although he was not physically robust enough to play an active role in the Second World War, he was swift to condemn the policies of appeasement which he thought largely responsible for bringing it about. The author uses a blend of political philosophy, history and discussion of political policy to uncover what Collingwood says about the First World War, the Peace Treaty which followed it and the crises which led to the Second World War in 1939, together with the response he mustered to it before his death in 1943. The aim is to reveal the kind of liberalism he valued and explain why he valued it. By 1940 Collingwood came to see that a liberalism separated from Christianity would be unable to meet the combined evils of Fascism and Nazism. How Collingwood arrived at this position, and how viable he finally considered it, is the story told in these volumes.
