The present book offers a productive problematization of the idea of the transpacific as a concept and a space that is not restricted to a single definition. We defend that the transpacific can instead promote an understanding of agents and experiences that share many common traits that have been generally overlooked by a hegemonic interpretation of knowledge and the relationship between regions.By fostering an environment that not only accepts a plurality of views but that actively looks to accommodate analogous, tangential, and even contradicting approaches to the study of our ideas, we seek a double objective. First, we hope to highlight precisely the richness within the idea of the transpacific, avoiding sticking to any particular conception to it while at the same time acknowledging and owning each of our points of enunciation. Our second objective is part of a constant struggle in the quest towards social and epistemic justice. By adopting this stance of plurality, we can fight against structures of knowledge production and reproduction that willingly or unintentionally instill specific interpretations in ways that inculcate exclusivity. The goal of this book is opening up and expanding the debate regarding transpacific connections, examining the limits and promises of including these experiences within the conceptual paradigm of the Global South, and showcasing different ways of approaching decolonial research to the study of the relationship between East Asia and Latin America.

Book excerpt: In February 2016, twelve Pacific Rim countries signed the agreement on the Trans Pacific Partnership (TPP), one of the largest and most comprehensive trade deals in history. While there are several estimates of the likely effects of the TPP, there is no systematic study on the effects on all Latin American countries. We present the results from applying a multi-sector model with perfect competition presented by Costinot and Rodriguez-Clare (2014). The exercise, based on input-output data for 189 countries and 26 sectors, shows that (i) Asian TPP members are estimated to benefit most from the agreement, (ii) negative spillovers to non-TPP LAC countries appear to be of a different order of magnitude than the gains of members, and (iii) some non-TPP LAC countries may experience relatively large benefits from joining the TPP. As a cautionary note, however, we point out that even a cursory cross-study comparison shows that there is considerable uncertainty regarding the potential effects of the TPP for both members and non-members.

By utilizing case studies of the formation of Maoist guerrilla groups and political parties in Mexico, Peru and Bolivia, the book shows how the movement of Chinese communist ideas to Latin America was the product of a highly organized effort that involved formal connections between Latin American activists and the Peoplee(tm)s Republic of China. It represents a major contribution to three developing fields of historical inquiry: Latin America in the Cold War, the global 1960s, and Chinese Maoist foreign relations.

Book excerpt: While the origin of trans-pacific contact between Asia and the New World can be traced as far back as the pre-Columbian period, it was not until the fifteenth century that communication across the Pacific became constant. Despite this history, the myriad encounters that constitute the basic contours of transpacific studies have often been overshadowed by the traditional emphasis on transatlantic studies. In addition, although socio-political ties between Asia and Latin America have drawn attention among politicians and economists in recent years, there continues to be a critical void in the studies of literary, cultural, and historical relations between the two regions. This book challenges this double negligence, and engages in a global discussion about the relationship between Asia and the Hispanic world, which includes not only Spanish America, but also the Philippines under the Spanish empire. The essays presented in this volume explore the multidimensional nature of the trans-pacific intersection through historical studies, as well as literary and cultural criticism. Topics investigated include, for example, the overlooked aspect of the Hispanic Philippines, the “Orientalized” images of Latin American colonial art, modernista and vanguardista writings about India, and the experience of a Peruvian migrant worker in contemporary Japan. The diverse perspectives that the authors offer create a dialogue with each other, and together provide an interdisciplinary approach to the understanding of trans-pacific encounters, both past and present.

It could transform relations with regions such as Latin America, paving the way to an eventual Free Trade Area of the Asia Pacific, or see innovations translated into the global trade regulatory system operating under the WTO. However, given the tensions between strategic and economic concerns, the final deal could still collapse into something closer to a standard, 'twentieth-century' trade agreement.

With the Doha Round of multilateral trade negotiations at an impasse, the TPP negotiations have taken center stage as the most significant trade initiative of the 21st century. As of December 2012, negotiators have made extensive progress in 15 negotiating rounds since the talks began in March 2010, though hard work remains to finish the deal in the coming year or so. Despite this effort, however, the TPP is not well understood. In part, the reason lies in the dynamism of the TPP initiative. Unlike other free trade pacts, the growing membership as the talks have proceeded and the broad range, complexity, and novelty of the issues on the agenda have made it difficult to track the substantive detail and progress of the talks. This Policy Analysis aims to remedy this problem by providing a reader's guide to the TPP initiative. It first assesses how much the TPP countries are alike and like-minded in their pursuit of a comprehensive trade deal. It then examines the current status of the talks, the major substantive sticking points, and the implications of Canada and Mexico joining the talks as well as prospective membership of other countries. The Policy Analysis then looks ahead to how the TPP could advance economic integration in the Asia-Pacific region and the implications for trade relations with China.

Monica DeHart makes visible the history of transregional encounters and relations that have produced local development, including Central America's partnership with Taiwan, the formative role of the Chinese diaspora, and US interventions. That history illuminates how Orientalist formulations of racial and cultural difference continue to shape local perceptions of Chinese initiatives despite the presence of multiple forms of Chineseness. Interviews with politicians, bureaucrats, entrepreneurs, labor leaders, development consultants, ethnic associations and everyday citizens in Guatemala, Costa Rica and Nicaragua, highlight the centrality of trade, infrastructure, and corruption as key arenas for debating Chinese influence. Transpacific Developments shows why current development collaborations with Beijing cannot be perceived as wholly new or unique, nor its outcomes predetermined. Instead, a longer history of transpacific relations and ideas of difference define local expectations for what Chinese development might mean for Central American futures and the forms of identity and sovereignty on which they will rely.

Pacific Islanders had established civilizations and cultures of travel well before European explorers arrived, initiating centuries of upheaval and transformation. The twentieth century, with its various wars fought in and over the Pacific, is only the most recent era to witness military strife and economic competition. While “Asia Pacific” and “Pacific Rim” were late twentieth-century terms that dealt with the importance of the Pacific to the economic, political, and cultural arrangements that span Asia and the Americas, a new term has arisen—the transpacific. In the twenty-first century, U.S. efforts to dominate the ocean are symbolized not only in the “Pacific pivot” of American policy but also the development of a Transpacific Partnership. This partnership brings together a dozen countries—not including China—in a trade pact whose aim is to cement U.S. influence. That pact signals how the transpacific, up to now an academic term, has reached mass consciousness. Recognizing the increasing importance of the transpacific as a word and concept, this anthology proposes a framework for transpacific studies that examines the flows of culture, capital, ideas, and labor across the Pacific. These flows involve Asia, the Americas, and the Pacific Islands. The introduction to the anthology by its editors, Janet Hoskins and Viet Thanh Nguyen, consider the advantages and limitations of models found in Asian studies, American studies, and Asian American studies for dealing with these flows. The editors argue that transpacific studies can draw from all three in order to provide a critical model for considering the geopolitical struggle over the Pacific, with its attendant possibilities for inequality and exploitation. Transpacific studies also sheds light on the cultural and political movements, artistic works, and ideas that have arisen to contest state, corporate, and military ambitions. In sum, the transpacific as a concept illuminates how flows across the Pacific can be harnessed for purposes of both domination and resistance. The anthology’s contributors include geographers (Brenda S. A. Yeoh, Weiqiang Lin), sociologists (Yen Le Espiritu, Hung Cam Thai), literary critics (John Carlos Rowe, J. Francisco Benitez, Yunte Huang, Viet Thanh Nguyen), and anthropologists (Xiang Biao, Heonik Kwon, Nancy Lutkehaus, Janet Hoskins), as well as a historian (Laurie J. Sears), and a film scholar (Akira Lippit). Together these contributors demonstrate how a transpacific model can be deployed across multiple disciplines and from varied locations, with scholars working from the United States, Singapore, Japan and England. Topics include the Cold War, the Chinese state, U.S. imperialism, diasporic and refugee cultures and economies, national cinemas, transpacific art, and the view of the transpacific from Asia. These varied topics are a result of the anthology’s purpose in bringing scholars into conversation and illuminating how location influences the perception of the transpacific. But regardless of the individual view, what the essays gathered here collectively demonstrate is the energy, excitement, and insight that can be generated from within a transpacific framework.

While the collection offers a distinctive geographical focus, it simultaneously emphasizes the translocal qualities of specific locations through their entanglements in transpacific assemblages within and across cultural, social and economic spheres. Furthermore, without neglecting the inextricable, historical dimension of anthropological perspectives, the focus is on the diverse and unexpected contemporary forms of cultural, social and economic encounters and engagements, and on (re)emerging Indigenous networks.
