Since 1990s we observe an increased in interest in culture of international relations. In a rapidly changing diplomatic environment, countries and organizations are facing numerous challenges leading to reformation. The main question is whether diplomats are ready and willing to accept or resist to this change. Resistance to change reconciles attitudes performed by change recipients, in order to delay or discontinue organizational change. The intention of this book is to explore the diplomats' resistance to organizational and environmental changes in the Diplomatic Corps, by examining the resistance reasons, and the consequences on the decision-making process related to the change. The findings will contribute to better understanding of diplomat's reactions towards changes and may be used to promote an essential dialogue in order to overcome resistance. Globalization requires governments to operate in a context different from before, which is to integrate other participants of diplomacy in its own decision-making processes. Governments have been focusing on new strategies, such as involving ministries and non-state actors and institutions, providing greater transparency, and acting collectively as often as possible. Despite the acknowledgement of the importance of the threat or use of force in the pursuit of policy since the dawn of strategic thought, the utility of seapower in operations other than war is poorly understood and articulated. Theorists have invariably viewed seapower in peacetime through the lens of hard power effects such as coercion and deterrence. Commentaries on engagement, interoperability and the forging of friendships are largely conspicuous by their absence. This book considers how all these strands of international politics can be better understood for use in the 21st century. The book explains and defines naval diplomacy, with existing theoretical frameworks being critically analysed. It reviews over 500 incidents from the post-Cold War era, drawing on this empirical evidence to determine that naval diplomacy remains a potent means of 21st century statecraft. It finds that existing understanding of naval diplomacy is insufficient and offers an alternative model, drawing on basic communication and stakeholder theories. The implications of the book relate directly to national security: naval deployments could be more effectively targeted; foreign activity at sea could be better understood and, if necessary, countered; finally, the ability of non-state actors to support national interests from the sea could, potentially, be better harnessed. Despite countless studies of Soviet-U.S. relations and U.S. relations with the Third World, the area of Soviet relations with the Third World has been left relatively undeveloped. This is the first of several volumes intended to add to our knowledge of what the series editor Jiri Valenta characterizes as East/South relations. In this new era of cooperation and diplomacy, the superpowers are working to resolve regional conflicts in and around Afghanistan, Nicaragua, Angola, and Cambodia. Such efforts are exceedingly complex, since they necessarily involve not only the Soviet Union, but Third World nations that may operate independently, such as Cuba and Vietnam. This volume addresses a number of such conflicts. In addition to those already mentioned, conflicts in Ethiopia, Namibia, and the Philippines are discussed, and their implications for Western policy makers are reviewed. As the contributors emphasize, despite current Soviet emphasis on peaceful solutions to regional conflicts, Gorbachev's "New Thinking" in foreign affairs is still decidedly selective. In some cases, the Soviet Union will actually encourage close ties with regional Third World powers, as it has with India. It is also too much to expect that the Soviet Union, much less Cuba and Vietnam, will completely cut ties to revolutionary allies worldwide. It offers a critical sociological examination of the elite Indian Foreign Service and its members, many of whom were present at the founding of this order. Kira Huju explores how these diplomats set out to remake the service in the name of a radically anti-colonial global subaltern, but often ended up seeking status within its hierarchies through social mimicry of its most powerful actors. This is a book about the struggles of belonging: it revisits what it takes to be a recognized member of international society and asks what the experience of historically marginalized actors inside the diplomatic club can tell us about the evident woes of global order today. In interrogating how Indian diplomats learned to live under a Westernized world order, it also offers a sociologically grounded reading of what might happen in spaces like India as the world transitions past Western domination. An awkward balancing act animates the order-making of India's cosmopolitan diplomats: despite a genuine desire to strive toward a postcolonial world founded on diversity, difference, and the symbolic representation of a global subaltern, there is a strong sense of a lingering caricature-like notion of a white, European-dominated homogenous club, to which Indian diplomats feel a deep-rooted and colonially embedded desire to belong. Cosmopolitanism operates inside this balancing act not as an international ethic upholding an equal, tolerant, or liberal global order, but rather as an elite aesthetic which presumes cultural compliance, diplomatic accommodation, and social assimilation into Western mores. Based on 85 interviews with Indian diplomats, politicians, and foreign policy experts, as well as archival work in New Delhi, the book asks what the experience of historically marginalized actors inside the diplomatic club tells us about the social hierarchies of race, class, religion, gender, and caste under global order.
