Book excerpt: How risk, disasters and pollution were managed and made acceptable during the Industrial Revolution Being environmentally conscious is not nearly as modern as we imagine. As a mode of thinking it goes back hundreds of years. Yet we typically imagine ourselves among the first to grasp the impact humanity has on the environment. Hence there is a fashion for green confessions and mea culpas. But the notion of a contemporary ecological awakening leads to political impasse. It erases a long history of environmental destruction. Furthermore, by focusing on our present virtues, it overlooks the struggles from which our perspective arose. In response, Happy Apocalypse plunges us into the heart of controversies that emerged in the eighteenth and nineteenth centuries around factories, machines, vaccines and railways. Jean-Baptiste Fressoz demonstrates how risk was conceived, managed, distributed and erased to facilitate industrialization. He explores how clinical expertise around 1800 allowed vaccination to be presented as completely benign, how the polluter-pays principle emerged in the nineteenth century to legitimize the chemical industry, how safety norms were invented to secure industrial capital and how criticisms and objections were silenced or overcome to establish technological modernity. Societies of the past did not inadvertently alter their environments on a massive scale. Nor did they disregard the consequences of their decisions. They seriously considered them, sometimes with dread. The history recounted in this book is not one of a sudden awakening but a process of modernising environmental disinhibition.

Steven Kaplan focuses upon this dependence at the point where it placed the greatest strain on the state, the society, and the individual—on the daily supply of grain and flour that furnished the staff of life. He reconstructs the history of provisioning in pre-industrial Paris and provides a comprehensive view of a culture shaped by the subsistence imperative. Who were the agents of the provisioning trade? What were their commercial practices? What sorts of relations did they maintain with each other? How did the authorities regulate their business? To answer these questions, Professor Kaplan combed the archives and libraries of France. He maps out the elementary structures of the trade and shows how they were transformed as a result of cultural and political as well as commercial and technological changes. In rich ethnographic detail he evokes the dayto-day life of merchants, millers, bakers, brokers, and market officials. He shows how flour superseded grain and how the millers overtook the merchants in the provisioning process. He explores the tension between the suppliers' need for freedom and the consumers' need for security. Even as he weaves the intricate patterns of life inside and outside the marketplace he never loses sight of the immense interests at stake: the stability and legitimacy of the government, the durability of the social structure, and the survival of the people.

This large issue was also relevant, of course, in non-Christian societies, and constitutes a critical concern both for the past and the present because we are all homines ludentes.

Book excerpt: Adding a new dimension to the history of mentalites and the study of popular culture, Thomas Brennan reinterprets the culture of the laboring classes in old-regime Paris through the rituals of public drinking in neighborhood taverns. He challenges the conventional depiction of lower-class debauchery and offers a reassessment of popular sociability. Using the records of the Parisian police, he lets the common people describe their own behavior and beliefs. Their testimony places the tavern at the center of working men's social existence. Central to the study is the clash of elite and popular culture as it was articulated in the different attitudes to taverns. The elites saw in taverns the indiscipline and exuberance that they condemned in popular culture. Popular testimony presented public drinking in very different terms. The elaborate rituals surrounding public drinking, its prevalence in popular sociability and recreation, all point to the importance of drink as a medium of social exchange rather than a drugged escape from misery, and to the tavern as a focal point for men's communities. Professor Brennan has elucidated the logic of both elite and popular systems of meaning and found new dignity and coherence in the culture and values of the populace. Originally published in 1988. For more than three centuries, between the middle of the 14th century up until circa 1670, the prevalence of the plague in France was said to be endemic, before it then vanished from French territory. The Great Plague of Marseille (1720-1722, which also impacted the rest of Provence, the County of Venaissin and Languedoc) proved to be an exception. During that period, the fight against the plague was deemed a top-priority along the French coast, and health institutions, called bureaux de la santé, were developed. Contributions to this book primarily focus on health vigilance from the standpoint of how to prevent an epidemic and how to respond to a declared epidemic. Among the salient themes addressed are: communications between health and different state actors, prevailing religious and political norms, and the popular participation in the fight against the plague. The use of the concept of vigilance enables the mobilisation of often rather distant branches of history, namely institutional. social, religious history, the history of communication and the history of public health.
