Book excerpt: OBJECTIVES: Increased capacity of the Ministry Depts. and village units to plan, implement, monitor and evaluate programmes providing skill training to rural women; programmes expanded and permanently established in targeted government depts. FINDINGS: The project has contributed to the government programme to train rural women in skills for income generating activities. Mechanisms have been established for in-service training, income generating training and support to the target group. Members of the coordinating committees at government and village levels have been identified and have undergone intensive skill training. New methods and structures have been established at all levels using existing government frameworks and resources which has helped to ensure the sustainability of the activities. Flexibility in adjusting methods to experience in the field has greatly improved staff efficiency and coordination. Continuous data flow ensures that results and constraints are addressed at all levels. A Revolving Loan Fund has been set up and is working satisfactorily. Repayments are expected on time and in full. The credit scheme is regularly adjusted to suit borrower's needs. Impact assessment difficult because of lack of socio-economic data. RECOMMENDS: A socio-economic survey of the population in the target villages be carried out before further expansion or replication of project activities. The planned impact study should include a comparative analysis. Economic criteria should be established for selecting loan beneficiaries to ensure they do not include unemployed women with higher education. The government should make use of the project's approach to expand and replicate the project as long as it stays committed to reaching the main target group of low-income women, takes into account the recommendations of the evaluation mission and provides resources for the Revolving Funds for women beneficiaries. LESSONS LEARNED: A pre-project socio-economic study of the village women is essential for measuring the eventual impact of the project on the beneficiaries.

Book excerpt: OBJECTIVES: National Manpower and Youth Council's (NMYC's) capacity to plan, implement and follow-up skills training strengthened; direct beneficiaries engaged in income generating activities. The aim of the project was to test and adapt non-country-specific TRUGA manuals and instruments to the NMYC's rural training programme in the Philippines. TRUGA applies a participative approach in which potential beneficiaries are involved in identifying local level non-farm employment and income generating activities. This is a pre-condition for the subsequent training content, teaching methods, delivery systems, placement and follow-up. FINDINGS: Project fell short of its objectives. Low training output and placement combined with lengthy procedures for needs assessments proved extremely costly. Omission of a feasibility study in the original instruments was a flaw in the basic TRUGA design (guidelines were developed by the project to rectify it). Project did not make enough use of training expertise at NMYC or of other govt. agencies and NGOs when conducting surveys. TRUGA teams were undertrained and understaffed. Although appreciated by the staff, the complex instruments for assessing training needs placed high demands on them. Mission questionned the role of the training organisation. RECOMMENDS: The relevance and cost-effectiveness of the TRUGA approach in the Philippines should be reconsidered and the focus shifted from providing direct services to developing local govt. and NGO capacity. TRUGA should build on existing expertise at the NMYC with emphasis on developing a strategy for instructor training and upgrading. TRUGA's expertise in business development should be enhanced to increase graduates' access to credit. LESSONS LEARNED: The project has shown that training methodologies like TRUGA are not easily transferred from one country context to another. Ensuring national counterpart manpower is used appropriately during implementation not only reduces the project's workload but is also important in enhancing the institutionalisation of the methodology. It is also an effective mechanism for staff development. TRUGA graduates should be provided with entrepreneurial skills to increase their chances of obtaining credit. A project should not rely solely on a training organisation to collect and analyse data but should share the burden among provincial, regional and local government agencies and NGOs. which may in any case be better equipped to undertake the work.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Book excerpt: An international joint study by the Food and Agriculture Organization of the United Nations (FAO) and UNESCO's International Institute for Educational Planning (IIEP) was conducted on education and rural development to review the status of the topic from the standpoint of public policies and the conceptual frameworks on which they are based and also to shed light on what may be called "good practice." The findings of the study are meant to serve not as models, but rather as points of reference for all those who are seeking ways of developing education in rural areas and contributing more effectively to rural development. Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning. The intention is to provide updated information and new insights on much-debated aspects which are often associated with rural areas although their application is much broader. Chapter IV, "Strategies and Institutions for Promoting Skills for Rural Development" (David Atchoarena, Ian Wallace, Kate Green, and Candido Alberto Gomes), shifts the analysis from education to work and discusses the implications of the transformation of rural labor markets for skill development. A particular concern is the rise in rural non-farm employment and the need to enlarge the policy focus from agricultural education and training to technical and vocational education for rural development. This debate is taken further in Chapter V, "Higher Education and Rural Development: A New Perspective" (Charles Maguire and David Atchoarena), which considers higher level skills and the contribution of the tertiary education sector to rural development. Special attention is given to the reform of higher agricultural institutions and lessons based on case studies are provided to document good practice in institutional reform. Finally, Chapter VI, "Main Findings and Implications for Policy and Donor Support" (David Atchoarena with Lavinia Gasperini, Michael Lakin and Charles Maguire), concentrates on the main findings of the study and discusses policy implications and possible responses for donors and countries.
