Section I discusses the scheme which was developed to guide training analysts in pinpointing shortcomings in instructional practices so that corrections would be specific to the problems. Section II presents and explains 15 principles regarding the use of practice, guidance and feedback. A training analyst should be thoroughly familiar with these 15 principles when he conducts a training program evaluation (TPE), determines sources of performance deficiencies and identifies revisions needed in instructional practices. Section II examines instructional deficiencies that might be indicated by items of evidence listed by the Harless Performance Guild, Inc. (contracted to develop a prototype TPE methodology). In this section, ways to pinpoint sources of training problems are explained together with corrective measures that focus on the sources. The final section discusses the five areas of administrative responsibility that are critical to effective training programs.

This job aid (Research Product 81-18) provides guidelines for conducting overall evaluation, including guidance on using the other three job aids. The other three job aids in the set are: Research Product 81-15, A Job Aid for the Systematic Evaluation of Lesson Plans; Research Product 81-16, A Job Aid for the Structured Observation of Training; and Research Product 81-17, A Job Aid for Modifying Ineffective or Inefficient Training Programs.

Over time, facilities have been aging and deteriorating as funds needed to sustain and recapitalize the facilities have fallen short of reported requirements. In response to a requirement in the conference report accompanying the Defense Appropriations Act for Fiscal Year 2002, GAO reviewed the physical condition of barracks used to house military recruits attending basic training during their first 6 to 12 weeks of military service. The overall objectives were to determine (1) the physical condition of the services' training barracks for recruits and (2) whether the services have plans to recapitalize these facilities. In performing the work, GAO visited all ten locations where the military services conduct basic training-five in the Army, three in the Marine Corps, and one each in the Navy and the Air Force.
