Book excerpt: Training in the motor vehicle repair and sales sector in the Netherlands was examined in a study that included the following approaches: review of the sector's structure/characteristics, institutional and social context, employment practices, changing conditions, and available education and training; in-depth case studies of four auto repair shops and dealerships (two small, one medium-sized, and one large firm); and identification of economic, employment, and training trends. It was discovered that, in response to stagnation of the Dutch motor vehicle sales and repair industry in the 1990s, both the Dutch government and the industry have increased their commitment to vocational training and inservice courses and have created a training infrastructure that compares favorably with those of other sectors in the Dutch economy. All four businesses studied in depth were managed by individuals who were very involved in training, had access to good facilities and opportunities for on-the-job teaching/training, and could avail themselves of good external provisions for inservice training. Quality of service was an important element of training philosophy. Training needs were not always analyzed in a very structured way, and none of the businesses studied evaluated systematically the costs/benefits of training. Book excerpt: An international team of researchers studied the following aspects of training in the United Kingdom's motor vehicle repair and sales sector: structure and characteristics; institutional and social context; relationship to the labor market; changing structural, economic, and organizational conditions; and training/recruitment and relationship to the British education system. Government statistics were analyzed, and case studies were conducted of five very different companies, including a small franchise of a major auto maker, a large dealership/service center, a vehicle electrical system repairer that is 1 of 700 outlets, and a family business. Each case study included a profile of the company, its personnel management and vocational policies, and its provisions for continuing/ongoing training. The study concluded that the British automotive industry exemplified the demise of the country's vocational and education training system. Although the recent national system of vocational qualifications and other initiatives have promised to improve the level and consistency of training provision in the automotive industry, the main issue now facing individual dealerships remains that of finding the resources to invest in the level of training required to produce the skilled employees demanded by vehicle manufacturers, government standards, and market pressures. Book excerpt: An international team of researchers studied the following aspects of training in Belgium's motor vehicle repair and sales sector: structure and characteristics; institutional and social context; relationship to Belgium's overall labor market; changing structural, economic, and organizational conditions; and training and recruitment and relationship to Belgium's education system. Data were obtained from a review of government social and labor/employment statistics and from case studies of the four firms: Peugeot Talbot, Volvo, Ford, and Mercedes. Each case study included a general profile of the company, its personnel management and vocational policies, and its provisions for continuing/ongoing training. Belgium's educational system was found to contain at least four different channels by which individuals can prepare for jobs in the sector. Most public-private collaborative training efforts were focused on at-risk groups. In total training activities within the sector, the initiatives taken by motor vehicle manufacturers played the most important role. Training initiatives and policies varied widely by company. Collaborations between different manufacturers appeared to represent a very important option for the future and self-study was increasing in importance. Most manufacturers invested in their own training infrastructures; however, training was also contracted out. (Fifteen tables are included). (MN)

Book excerpt: The opportunities and limitations of a sectoral approach to training research and policy were examined through the commissioning and analysis of reports on trends and issues in five European countries: Belgium; France; Germany; Greece; and the Netherlands. Special attention was paid to the opportunities of sectoral initiatives for small and medium-size companies and the interconnectedness of training initiatives and the social dialogue between employer and employee associations. "Sector" was defined broadly as an economic and sociopolitical category. The prospects for a sectoral approach in training research were said to be favorable because the relevance of a sectoral approach will likely increase in the coming years as a result of a general trend to decentralize training. Practical opportunities for applying a sectoral approach to training research were found to differ strongly from country to country and from sector to sector within countries. After an examination of the possible roles of individual firms, company networks, professional associations, and regional-sectoral partnerships in formation and implementation of sectoral policies training, it was concluded that sectoral training policies should be connected and completed with training initiatives at the subsectoral and cross-sectoral levels.
