LeatherNet is a DIS compatible, virtual simulation system that is being developed to demonstrate the capabilities of today's simulation technology for military applications. The author developed an evaluation methodolgy that evaluates LeatherNet's ability to enhance traditional Marine Corps training. An evaluation was conducted by subject matter experts at the Marine Corps Air Ground Combat Center, 29 Palms, Ca. Analysis of results show that LeatherNet is effective in enhancing traditional live fire training methods despite its limited development. The author presents lessons learned related to this type of evaluation, and provides recommendations for further research. Additionally, the author recommends actions to be taken by the Marine Corps to optimize the benefits of LeatherNet and similar simulation products.

Book excerpt: The Human Research and Engineering Directorate of the U.S. Army Research Laboratory (ARL) performed a personnel and training evaluation of the M270A1 multiple launch rocket system (MLRS) fire control system (FCS) for the Training and Doctrine Command System Manager- Rocket and Missile Systems (TSM-RAMS) at Fort Sill, Oklahoma. The M270A1 FCS is an improved version of the current M270 FCS. It improves the capability and versatility of the FCS by using a "Windows-like" operating system. During the time of this evaluation, the M270A1 was in the engineering and manufacturing development phase of acquisition. Improving the capability and versatility of the operating system does not necessarily improve the usability of the operating system. The complexity of the system can affect personnel and training requirements of the military occupational specialty (MOS) 13M for successful operation of the FCS. Therefore, the evaluation was performed to determine if personnel and training requirements should be changed to provide effective training for the new FCS.

Book excerpt: For nearly two decades the United States Air Force (USAF) oriented the bulk of its thinking, acquisition, planning, and training on the threat of a Soviet blitzkrieg across the inter German border. The Air Force fielded a powerful conventional arm well rehearsed in the tactics required to operate over a central European battlefield. Then, in a matter of days, the 1990 invasion of Kuwait altered key assumptions that had been developed over the previous decade and a half. The USAF faced a different foe employing a different military doctrine in an unexpected environment. Instead of disrupting a fast paced land offensive, the combat wings of the United States Central Command Air Forces (CENTAF) were ordered to attack a large, well fortified, and dispersed Iraqi ground force. The heart of that ground force was the Republican Guard Forces Command (RGFC). CENTAF's mission dictated the need to develop an unfamiliar repertoire of tactics and procedures to meet theater objectives. How effectively did CENTAF adjust air operations against the Republican Guard to the changing realities of combat? Answering that question is central to this study, and the answer resides in evaluation of the innovations developed by CENTAF to improve its operational and tactical performance against the Republican Guard.
