Book excerpt: U.S. Army Training and Doctrine Command TRADOC Pamphlet 525-8-5 The U.S. Army Functional Concept for Engagement, expands on the ideas presented in TP 525-3-0, The U.S. Army Capstone Concept (ACC), and TP 525-3-1, The U.S. Army Operating Concept (AOC), and introduces a new warfighting function. The complexity and uncertainty in the global environment means the Army must become more agile, flexible, and well-prepared to tackle a broad range of operations through the development of innovative, low-cost, and small-footprint approaches to achieve U.S. security objectives. The Army also must possess a broad range of capabilities to shape future operational environments, maintain its lethality on the battlefield, and be able to leverage unified action partners to reduce demands, prevent, and end conflict. The engagement warfighting function will institutionalize into Army doctrine, training, education, and leader development, the capabilities and skills necessary to work with host nations, regional partners, and indigenous populations in a culturally attuned manner that allows bridging language barriers, opening lines of communication and connections with key political and military leaders in a way that is both immediate and lasting. It enhances interdependence between special operations forces, conventional forces, and unified action partners while incorporating the tenets of the emerging idea of the human domain. As a result, this warfighting function will contribute to mission accomplishment by providing better, more synchronized lethal and nonlethal capabilities to assess, shape, deter, and influence the decisions and behavior of a nation's security forces, government, and people. TP 525-8-5 effectively complements the six other warfighting functions and is fully nested in the broad vision outlined in both the ACC and AOC. This concept will lead force development and modernization efforts by establishing a common framework to capitalize on the integrative opportunities all of the warfighting functions provide to future land operations.

Fundamentally, these threats are met by understanding and manipulating the human aspects that drive the adversary's ideological narrative within the target population. Understanding how local populations and foreign governments, and partner and adversary military forces, will read and react to different stimuli is essential to operating in the competition space. Consequently, it is important that the U.S. military understand the human aspects of military operations; or the social, cultural, physical, informational, and psychological elements that determine partner nations' and adversaries' motivations, thinking, influence, activities, and recruitment. The special operations community has focused on leveraging human-focused capabilities, but the conventional Air Force has yet to fully embrace human aspects of military operations. In this report, the authors explore whether there is a need for a joint warfighting domain focused on human aspects of military operations, and they consider how sociocultural knowledge and skills related to human aspects of war could be better integrated into conventional Air Force multi-domain operations. The authors offer insights into how the Air Force can institutionally prioritize human aspects in its culture, improve the human-aspects-related knowledge and skills of its airmen, and develop regional expertise. The authors conclude that, instead of creating a separate human domain of operations, the services and the Joint Force should focus on better integrating human aspects of military operations.

Warfighting domains, including air, land, and sea, where the United States has dominated for almost one half-century, are increasingly being tested by traditional states, as well as non-state actors. Globalization has facilitated the ability of less capable nations to garner critical warfighting technology. The parity in technology between nations at war is no longer as great. This leveled the playing field and allowed for non-state actors to have dramatic influence on powerful nations, which has not been the case in the past. Fiscal limitations, unsustainable operations tempos, inadequate training, and current operational planning paradigms and processes have put the United States Military in a perilous situation and hindered its ability to conduct effective and efficient defense. The greatest calamity that could arise from these realities is the inability to address XDS in full-spectrum combat operations against a near-peer adversary.

Our combat individuals enter engagements to win. To that end, the United States has used its technical prowess and industrial capability to develop decisive weapons that overmatch those of potential enemies. In its current engagement-what has been identified as an "era of persistent conflict"- the nation's most important weapon is the dismounted soldier operating in small units. Today's soldier must be prepared to contend with both regular and irregular adversaries. Results in Iraq and Afghanistan show that, while the U.S. soldier is a formidable fighter, the contemporary suite of equipment and support does not afford the same high degree of overmatch capability exhibited by large weapons platforms-yet it is the soldier who ultimately will play the decisive role in restoring stability. Making the Soldier Decisive on Future Battlefields establishes the technical requirements for overmatch capability for dismounted soldiers operating individually or in small units. It prescribes technological and organizational capabilities needed to make the dismounted soldier a decisive weapon in a changing, uncertain, and complex future environment and provides the Army with 15 recommendations on how to focus its efforts to enable the soldier and tactical small unit (TSU) to achieve overmatch.
