Army concepts acknowledge the Soldier as the centerpiece of the Army, but none, individually or collectively, adequately addresses the human dimension of future operations. This pamphlet provides the background study and analysis for the follow-on concept, "The U.S. Army Concept of the Human Dimension in the Future 2015-2024." It provides an integrating and forcing function that draws on other joint and Army concepts to describe those aspects of a highly nuanced human dimension interacting at all levels. Like all concepts, this study seeks to identify things that must change to meet future challenges. To do this, Army concepts project requirements from 2015 to 2024 and describe an operational or functional problem to be solved, and then express how the future Modular Force will best operate within that set of challenges and environments. Additionally, concepts identify required future capabilities necessary to operate in the manner described in each concept. Current trends in the joint and domestic operational environments will challenge the United States' ability to maintain a future responsive, professional all-volunteer force. Soldiers will operate in an era of persistent conflict amongst populations with diverse religious, ethnic, and societal values. Faced with continuous employment across the full range of military operations, the Army will require extraordinary strength in the moral, physical, and cognitive components of the human dimension. Existing accessions, personnel, and force training and education development efforts will not meet these future challenges, placing the Army's ability to meet its constitutional mission to defend the Nation at grave risk.

This Note describes the SFS methodology and its current and planned applications in the RAND Strategy Assessment System. It presents an overview of the four-stage process of the SFS methodology: varying asset strength as a function of the combat situation, varying the force strength as a function of asset mix, performing combat assessment, and calculating casualty distribution. It also discusses some optional calculations that can be performed, including conserving scarce assets at the cost of reduced combat effectiveness, accounting for extreme differences between lethality and vulnerability, and accounting for different generations of armor and anti-armor assets.

The purpose of TRADOC Pam 525-3-0, The Army Capstone Concept Operational Adaptability-Operating Under Conditions of Uncertainty and Complexity in an Era of Persistent Conflict, is to describe the broad capabilities the Army will require in 2016-2028. It provides a guide to how the Army will apply available resources to overcome adaptive enemies and accomplish challenging missions. TRADOC Pam 525-3-0 articulates how to think about future armed conflict within an uncertain and complex environment. It provides a foundation for a campaign of learning and analysis that will evaluate and refine the concept's major ideas and required capabilities. Ultimately, prioritized capabilities that emerge from this concept and subordinate, more detailed concepts will guide changes in doctrine, organization, training, materiel, leader development and programs related to the human dimension for our Army. The aim of Army operations is to set conditions that achieve or facilitate the achievement of policy goals and objectives. Future enemies will constantly adapt and seek ways to overcome Army strengths and capitalize on what they perceive as our vulnerabilities. We operate where our enemies, indigenous populations, culture, politics, and religion intersect and where the fog and friction of war persists. The U.S. Army must maintain its core competency of conducting effective combined arms operations in close combat to employ defeat and stability mechanisms against a variety of threats. The U.S. Army must also hone its ability to integrate joint and interagency assets, develop the situation through action, and adjust rapidly to changing situations to achieve what this concept defines as operational adaptability. Operational adaptability requires a mindset based on flexibility of thought calling for leaders at all levels who are comfortable with collaborative planning and decentralized execution, have a tolerance for ambiguity, and possess the ability and willingness to make rapid adjustments according to the situation. Operational adaptability is essential to developing situational understanding and seizing, retaining, and exploiting the initiative under a broad range of conditions. Operational adaptability is also critical to developing the coercive and persuasive skills the Army will need to assist friends, reassure and protect populations, and to identify, isolate, and defeat enemies. Although the Army must continue to develop technology to meet future challenges, we must emphasize the integration of technology into capable formations commanded by innovative leaders who are comfortable operating under conditions of ambiguity and uncertainty. To maximize the potential of technological developments, we must conscientiously evolve and adapt capabilities based on changes in threat capabilities and the operational environment.

Fundamentally, these threats are met by understanding and manipulating the human aspects that drive the adversary's ideological narrative within the target population. Understanding how local populations and foreign governments, and partner and adversary military forces, will read and react to different stimuli is essential to operating in the competition space. Consequently, it is important that the U.S. military understand the human aspects of military operations; or the social, cultural, physical, informational, and psychological elements that determine partner nations' and adversaries' motivations, thinking, influence, activities, and recruitment. The special operations community has focused on leveraging human-focused capabilities, but the conventional Air Force has yet to fully embrace human aspects of military operations. In this report, the authors explore whether there is a need for a joint warfighting domain focused on human aspects of military operations, and they consider how sociocultural knowledge and skills related to human aspects of war could be better integrated into conventional Air Force multi-domain operations. The authors offer insights into how the Air Force can institutionally prioritize human aspects in its culture, improve the human-aspects-related knowledge and skills of its airmen, and develop regional expertise. The authors conclude that, instead of creating a separate human domain of operations, the services and the Joint Force should focus on better integrating human aspects of military operations.

Nearly 90 percent of combat fatalities occur before a casualty reaches a medical treatment facility. Therefore, the prehospital phase of care is needed to focus on reducing the number of combat deaths. However, few military physicians have had training in this area and, at the onset of hostilities, most combat medics, corpsmen, and pararescue personnel in the U.S. military have been trained to perform battlefield trauma care through civilian-based trauma courses. These courses are not designed for the prehospital combat environment and do not reflect current practices in the area of prehospital care. TCCC was created to train Soldiers and medical personnel on current best practices for medical treatment from the point of injury to evacuation to Role 3 facilities
